How Will COVID-19 Affect Arrests in California?

COVID-19 has led police to adapt strategies for law enforcement, from delaying planned arrests to taking police reports online. Arrest rates had fallen before the pandemic, reflecting a drop in crime and changes in the penal code. The crisis may further impact rates, and new strategies may point to new ways to maintain public health and safety.

Felony Arrests in California
After Prop 47 passed, the share of California felony arrests fell. In this fact sheet we review the most common arrests, for violent offenses and property crimes, and discuss the disproportionate arrest rate of African Americans—who are more likely to be released without charges. Data also show higher arrest rates in less populous areas and greater racial discrepancies in dense areas.
