Telegram: The "Dark Web Alternative"
Known as the "Dark Web Alternative," Telegram unleashes a new era of exploitation. Messaging app Telegram serves as a safe haven for criminal communities across the globe. Sexual torture rings, sextortion gangs, deepfake bots, and more all thrive on an alarming scale.
Normally, when placing a company on the Dirty Dozen List, NCOSE offers recommendations for improvement and invites constructive dialogue to develop solutions for the harms. However, we have no confidence that Telegram cares to engage with any entity about safety matters, nor have they shown any substantive effort to-date to stem the rampant crime on the platform.
Telegram is so dangerous and such a threat to so many people that we believe it should be shut down.

X’s Pornography Policy Destined to Fail, Says NCOSE
The National Center on Sexual Exploitation (NCOSE) said that X’s (formerly Twitter) announcement that users must mark their “consensually-produced” pornographic content as “sensitive,” will fail to prevent image-based sexual abuse from continuing to flourish on the platform.
“X’s new ‘policy’ is a distinction without a difference. It has already allowed illegal nonconsensual content including child sexual abuse material, sex trafficking, and other sexually abusive content to flourish by simply allowing pornography on its platform. Users will not mark their content as ‘sensitive,’ nor does X have the willingness to monitor for nonconsensual content. ‘Requiring’ users to label the content as pornography is a lazy way for X to continue to avoid responsibility for perpetuating sexual abuse,” said Dawn Hawkins, CEO, National Center on Sexual Exploitation.
