The New York Times has listed CA-40 as one of the pivotal districts to watch in this year's Congressional elections. Despite an extremist Republican incumbent, the district is labeled as a "reliably blue district.” In fact, Biden won this district in 2020 by +2 points, underscoring the potential for change and progress.
