** Heard on the Hill: EMET's Monthly Legislative Update

1. Policy Discussions
Over the past month, EMET has focused on educating staffers on the dangers of Iran to the United States and Israel, as well as Iran’s proxy policy and nuclear program. Additionally, EMET has been focused on Gaza, specifically Egypt’s role in the conflict and the need for pressure to form a humanitarian corridor to evacuate civilians. Such a corridor would mitigate civilian casualties, remove Hamas’s human shields, and simplify Israeli military operations. EMET has also tried to draw appreciation for Israel's position and why now is the time to give unconditional support and not tie Israel’s hands behind its back while it attempts to finish the job in Rafah. The following month, EMET will seek to fight the ICC arrest warrant, support Israel in Gaza, and push for action to combat antisemitism in higher education institutes as well as K-12 schools.
2. Legislative Agenda
Last month, the Antisemitism Awareness Act HR 6090 passed in the House. EMET has been working for over a year on this act which seeks to use the International Holocaust Remembrance Alliance (IHRA) definition when assessing Title VI violations of the Civil Rights Act. Currently, our main legislative focus is passing the act in the Senate S4127. Through hard work, the act is now bipartisan with 30 cosponsors. Next month, EMET will focus on passing the bipartisan H.R. 8437, a bill seeking to provide congressional oversight of proposed changes to arms sales to Israel, and Republican S4337, a bill seeking to expedite defense articles and services to Israel.
3. Hearings
On May 23, a hearing was held in the House Education and Workforce Committee on the rampant antisemitism on college campuses called: “CALLING FOR ACCOUNTABILITY: STOPPING ANTISEMITIC COLLEGE CHAOS.”
On May 22, a hearing was held in the House Foreign Affairs Committee on American foreign policy titled: “The State of American Diplomacy in 2024: Global Instability, Budget Challenges, and Great PowerCompetition.”
On May 21, a hearing was held in the Senate Foreign Relations Committee featuring Sec. State Antony Blinken titled: “AMERICAN DIPLOMACY AND GLOBAL LEADERSHIP.”
4. Recent Legislation
On May 16, Rep. Michael McCaul (R) along with 29 Republican and six Democrat cosponsors introduced H.R.8437, a bill seeking to provide congressional oversight of proposed changes to arms sales to Israel.
On May 15, Sen. Tom Cotton (R) and 24 Republican cosponsors introduced S4337, a bill seeking to expedite defense articles and services to Israel.
On May 14, Reps. Molinaro (R) and Josh Gottheimer (D) introduced HR 8389, seeking to require higher education institutions to report each incident of antisemitism reported to campus security or local police to the Secretary of Education.
On May 14, Rep. Ken Calvert (R) and 119 Republican cosponsors introduced HR 8369, the Israel Security Assistance Support Act. This bill was passed on May 21 and has been read twice in the Senate.
On May 8, Sens. Gary Peters (D) and Ted Budd (R) introduced S.4285, a bill seeking to improve cooperation between the United States and Israel on anti-tunnel defense capabilities.
On May 8, Rep. Beth Van Duyne (R) and nine Republican cosponsors introduced H.R.8295, requiring the president to deliver ammunition to Israel.
On May 1, Rep. Beth Van Duyne (R) and four Republican cosponsors introduced H.R.8221, a bill seeking the deportation of aliens charged with any crime related to their participation in pro-terrorism antisemitic rallies or demonstrations.
On April 18, Sens. Debbie Fischer (R), Roger Wicker (R), and Angus King Jr. (I) introduced S.4177 Restoring American Deterrence Act of 2024 seeking to modernize and upgrade the U.S. military to improve U.S. global deterrence.
