Google is helping to fund one of India=E2=80=99s worst disinformation outle=
ts during its elections

As India holds its elections, Google is monetizing one of the country=E2=80=
=99s biggest propaganda and disinformation outlets.

OpIndia is a Hindu nationalist media site with a reputation for publishing =
Islamophobic content and other disinformation supporting Prime Minister Nar=
endra Modi=E2=80=99s government.

Google=E2=80=99s own publisher policies prohibit the monetization of conten=
t that =E2=80=9Cincites hatred against, promotes discrimination of, or disp=
arages an individual or group on the basis of their race or ethnic origin, =
religion,=E2=80=9D and other criteria. Google also forbids monetizing conte=
nt that =E2=80=9Cmakes claims that are demonstrably false and could signifi=
cantly undermine participation or trust in an electoral or democratic proce=
ss.=E2=80=9D=20

But that doesn=E2=80=99t stop Google from monetizing OpIndia. Take, for exa=
mple, ads placed by Google alongside this racist AI-generated image of Musl=
ims.

India=E2=80=99s Muslims have faced discrimination for decades. They are inc=
reasingly the target of violence, and recent laws passed by the Modi govern=
ment have further limited their rights, experts told the Council on Foreign=
Relations.=20

And while OpIndia works to spread Islamophobic content, Modi=E2=80=99s Bhar=
atiya Janata Party government has worked to make it profitable. In 2020, th=
e BJP stepped in and asked Facebook to monetize OpIndia=E2=80=99s page.=20

OpIndia=E2=80=99s tendency to prop up Modi is so overt that, in 2019, its o=
wn co-founder Rahul Raj tweeted he had =E2=80=9Cdistanced himself=E2=80=9D =
from the outlet, which he said had become a =E2=80=9Cblind mouthpiece=E2=80=
=9D of Modi=E2=80=99s government.

A quick look at OpIndia=E2=80=99s homepage backs him up. Several stories la=
ud Modi, as well as members of his party, while denigrating critics and rep=
orters who highlight issues with Modi=E2=80=99s BJP government.=20

=E2=80=9CTheir editorial guideline is to follow the establishment. That is =
it,=E2=80=9D said technology consultant and digital expert Meesam Hyder, wh=
o volunteered with StopFundingHate in 2020 when the organization pressured =
advertisers to pull support from OpIndia=E2=80=99s website.=20

=E2=80=9CThere are some factual reports in the website as well. But mostly=
=E2=80=A6they deceive, they make false accusations, they make false reports=
,=E2=80=9D he told Check My Ads in an interview.=20

Those false reports often portray Muslims as a =E2=80=9Csocietal threat,=E2=
=80=9D according to Hyder. One major example of this took place in May 2020=
, when OpIndia published an article falsely alleging a 15-year-old boy had =
been killed in a =E2=80=9Chuman sacrifice ritual=E2=80=9D to make a local m=
osque more powerful. Police then clarified that the village didn=E2=80=99t =
even have a mosque, and filed a report against OpIndia. OpIndia also regula=
rly publishes stories about =E2=80=9CLove Jihad,=E2=80=9D a conspiracy theo=
ry against Muslims that has caused at least one death.

Running ads on hate and propaganda and using them to fuel one another on th=
e same site isn=E2=80=99t new =E2=80=94 just look at Breitbart. And just li=
ke Breitbart, Google is helping to make all this possible by monetizing the=
site.=20

A quick search of OpIndia=E2=80=99s ads.txt file =E2=80=94 which is where p=
ublishers list the companies who they sell ad space to or through =E2=80=94=
shows OpIndia claims a direct relationship with Google.

When you cross-reference this with Google=E2=80=99s own sellers.json =E2=80=
=94 which is where Google logs all the publishers or intermediaries it work=
s with =E2=80=94 Google confirms the publisher ID is legit.=20

And a quick visit to OpIndia shows how Google takes unwitting advertisers=
=E2=80=99 money and runs their ads next to conspiracy theories. For example=
, an advertisement for the Palm Beach Post newspaper, owned by Cox Enterpri=
ses, was seen running next to an article about the =E2=80=9CLove Jihad=E2=
=80=9D conspiracy theory.

While Google keeps forgetting its own rules, other adtech companies figured=
out how bad OpIndia=E2=80=99s content was almost four year ago.=20

Following an email from Check My Ads=E2=80=99 Nandini Jammi, prominent ad e=
xchange Rubicon found OpIndia =E2=80=9Cviolates (their) policies=E2=80=9D a=
nd they said they removed it from their inventory.



GumGum, another major adtech firm, also confirmed they have =E2=80=9Cno ass=
ociation with OpIndia=E2=80=9D in an email sent to Hyder in 2020.



Brands have also noticed OpIndia=E2=80=99s problematic content. During a 20=
20 campaign from the non-profit StopFundingHate, Digital Ocean, Octopus Ene=
rgy, Squarespace, CarMax and many more companies pulled their ads from OpIn=
dia.

Google=E2=80=99s decision to swim against the current and monetize the site=
comes at an incredibly sensitive time for the world=E2=80=99s largest demo=
cracy.

India is one of 64 countries around the world holding a national election i=
n 2024. Its voting kicked off on April 19, will feature seven separate phas=
es, and have the full results announced June 4.

Meanwhile, India has one of the lowest rankings in Reporters Without Border=
=E2=80=99s World Press Freedom Index. Last year, the country dropped 11 pla=
ces to rank 161 out of 180 countries.

"The violence against journalists, the politically partisan media and the c=
oncentration of media ownership all demonstrate that press freedom is in cr=
isis in the world's largest democracy, ruled since 2014 by Prime Minister N=
arendra Modi, the leader of the Bharatiya Janata Party (BJP) and the embodi=
ment of the Hindu nationalist right," the report said.

In response to RSF=E2=80=99s ranking, OpIndia went on the attack, calling t=
he widely respected ranking "a biased index tailor-made to peddle the globa=
l left's narrative, and is naive at best, and malicious at worst.=E2=80=9D

The report likely hit close to home for an outlet like OpIndia.

=E2=80=9CThey are disseminating misinformation for the vulnerable masses, a=
nd people get misled by that,=E2=80=9D Hyder said.

Google knows the threat of disinformation in India. The company is even par=
tnering with news publishers and fact checkers to tackle it as India heads =
to the polls.

So why is it monetizing OpIndia? Google isn't just violating its own polici=
es: It=E2=80=99s also helping a website monetize its harmful misinformation=
at a perilous time for India=E2=80=99s democracy, and bringing brands alon=
g for the ride.

Google is helping to fund one of India’s worst disinformation outlets during its elections

As India holds its elections, Google is monetizing one of the country’s biggest propaganda and disinformation outlets.

OpIndia is a Hindu nationalist media site with a reputation for publishing Islamophobic content and other disinformation supporting Prime Minister Narendra Modi’s government.

Google’s own publisher policies prohibit the monetization of content that “incites hatred against, promotes discrimination of, or disparages an individual or group on the basis of their race or ethnic origin, religion,” and other criteria. Google also forbids monetizing content that “makes claims that are demonstrably false and could significantly undermine participation or trust in an electoral or democratic process.”

But that doesn’t stop Google from monetizing OpIndia. Take, for example, ads placed by Google alongside this racist AI-generated image of Muslims.

India’s Muslims have faced discrimination for decades. They are increasingly the target of violence, and recent laws passed by the Modi government have further limited their rights, experts told the Council on Foreign Relations.

And while OpIndia works to spread Islamophobic content, Modi’s Bharatiya Janata Party government has worked to make it profitable. In 2020, the BJP stepped in and asked Facebook to monetize OpIndia’s page.

OpIndia’s tendency to prop up Modi is so overt that, in 2019, its own co-founder Rahul Raj tweeted he had “distanced himself” from the outlet, which he said had become a “blind mouthpiece” of Modi’s government.

A quick look at OpIndia’s homepage backs him up. Several stories laud Modi, as well as members of his party, while denigrating critics and reporters who highlight issues with Modi’s BJP government.

“Their editorial guideline is to follow the establishment. That is it,” said technology consultant and digital expert Meesam Hyder, who volunteered with StopFundingHate in 2020 when the organization pressured advertisers to pull support from OpIndia’s website.

“There are some factual reports in the website as well. But mostly…they deceive, they make false accusations, they make false reports,” he told Check My Ads in an interview.

Those false reports often portray Muslims as a “societal threat,” according to Hyder. One major example of this took place in May 2020, when OpIndia published an article falsely alleging a 15-year-old boy had been killed in a “human sacrifice ritual” to make a local mosque more powerful. Police then clarified that the village didn’t even have a mosque, and filed a report against OpIndia. OpIndia also regularly publishes stories about “Love Jihad,” a conspiracy theory against Muslims that has caused at least one death.

Running ads on hate and propaganda and using them to fuel one another on the same site isn’t new — just look at Breitbart. And just like Breitbart, Google is helping to make all this possible by monetizing the site.

A quick search of OpIndia’s ads.txt file — which is where publishers list the companies who they sell ad space to or through — shows OpIndia claims a direct relationship with Google.

When you cross-reference this with Google’s own sellers.json — which is where Google logs all the publishers or intermediaries it works with — Google confirms the publisher ID is legit.

And a quick visit to OpIndia shows how Google takes unwitting advertisers’ money and runs their ads next to conspiracy theories. For example, an advertisement for the Palm Beach Post newspaper, owned by Cox Enterprises, was seen running next to an article about the “Love Jihad” conspiracy theory.

While Google keeps forgetting its own rules, other adtech companies figured out how bad OpIndia’s content was almost four year ago.

Following an email from Check My Ads’ Nandini Jammi, prominent ad exchange Rubicon found OpIndia “violates (their) policies” and they said they removed it from their inventory.



GumGum, another major adtech firm, also confirmed they have “no association with OpIndia” in an email sent to Hyder in 2020.



Brands have also noticed OpIndia’s problematic content. During a 2020 campaign from the non-profit StopFundingHate, Digital Ocean, Octopus Energy, Squarespace, CarMax and many more companies pulled their ads from OpIndia.

Google’s decision to swim against the current and monetize the site comes at an incredibly sensitive time for the world’s largest democracy.

India is one of 64 countries around the world holding a national election in 2024. Its voting kicked off on April 19, will feature seven separate phases, and have the full results announced June 4.

Meanwhile, India has one of the lowest rankings in Reporters Without Border’s World Press Freedom Index. Last year, the country dropped 11 places to rank 161 out of 180 countries.

"The violence against journalists, the politically partisan media and the concentration of media ownership all demonstrate that press freedom is in crisis in the world's largest democracy, ruled since 2014 by Prime Minister Narendra Modi, the leader of the Bharatiya Janata Party (BJP) and the embodiment of the Hindu nationalist right," the report said.

In response to RSF’s ranking, OpIndia went on the attack, calling the widely respected ranking "a biased index tailor-made to peddle the global left's narrative, and is naive at best, and malicious at worst.”

The report likely hit close to home for an outlet like OpIndia.

“They are disseminating misinformation for the vulnerable masses, and people get misled by that,” Hyder said.

Google knows the threat of disinformation in India. The company is even partnering with news publishers and fact checkers to tackle it as India heads to the polls.
