I want to share an update from the Illinois State Police regarding temporary rule changes impacting firearm owner’s identification cardholders (FOID) and concealed carry licenses (CCL).
 
Even before the COVID-19 pandemic, law-abiding gun owners faced extensive waiting periods to receive their renewed FOID and CCL licenses. I’ve had countless calls from residents in my district voicing their concerns about this issue and how the ongoing health situation would only aggravate an already overwhelmed system. 

Given the current health situation facing the state, the Illinois State Police filed emergency rules to address renewals of FOIDs and CCLs during the COIVD-19 epidemic. 

These rule changes are as follows:

• FOID cardholders, who submit their renewal application will remain valid during the duration of the state’s disaster proclamation and for 12 months following the termination of the disaster, even if their renewal application is/was not submitted before expiration. 

• CCL licensees, who submit their renewal application, will remain valid during the duration of the state’s disaster proclamation and for 12 months following its termination, even if their CCL renewal application was not submitted before expiration.  

• CCL licensees will not be required to immediately submit proof of three-hour training with their CCL renewal application.

• CCL licensees will need to submit proof of their three-hour renewal training within 12 months following the termination of the state’s disaster proclamation to maintain the validity of their CCL license.

These changes were critical to recognizing that law-abiding gun owners should not be punished for this ongoing pandemic and necessary to protect our Second Amendment rights as we continue to navigate this ongoing health situation. 

The new rule changes are effective immediately. ​
