CLEAN ENERGY INSIDER
MAY 15, 2024
REAMS REPORT
Dear Friends and Colleagues,
As energy demand around the world grows every day, American homegrown energy has never been more critical. It's imperative we continue to explore innovative solutions and leverage our domestic resources to meet this increased demand with an all-of-the-above energy strategy that reduces global emissions.
An all-of-the-above approach must include nuclear power. I recently had the opportunity to tour ([link removed]) the new Plant Vogtle facility in Augusta, Georgia, on a trip with the Conservative Climate Foundation (CCF ([link removed]) ) ([link removed]) . Also, on the trip was Conservative Climate Caucus (CCC) Chair Mariannette Miller-Meeks (R-Iowa) and Reps. Rick W. Allen (R-Ga.), Blake Moore (R-Utah) and Jeff Duncan (R-S.C.). With all four units now in operation, Plant Vogtle is the largest generator of clean energy in the nation, expected to produce more than 30 million megawatt hours of electricity each year. It was incredible to witness firsthand the strides being made to produce more clean energy.
After enjoying the sunshine and peaches in Georgia, I headed straight to Minneapolis, Minnesota, for American Clean Power’s (ACP) CLEANPOWER 202 ([link removed]) 4 ([link removed]) conference to meet with leaders in clean energy innovation from around the nation. While there, I participated on a panel entitled, “Clean Energy is a Big Tent,” with ACP CEO Jason Grumet, John Kotek of the Nuclear Energy Institute (NEI) and Amy Andryszak of the Interstate Natural Gas Association of America (INGAA). We discussed the importance of building bipartisan coalitions to advance a comprehensive energy strategy that strengthens the U.S. economy and benefits our environment.
Continuing the pursuit of innovative energy solutions that prioritize cleaner American manufacturing and economic growth is essential. From seeing the new deployment of nuclear energy in Georgia to having the opportunity to meet and hear from clean energy experts and industry voices in Minnesota, I am more confident than ever of the value our work here at CRES brings to the nation at large.

WHAT CRES IS HEARING
“The White House continues to say it is in favor of making it easier to build things in America while at the same time imposing more and more regulations that will do the opposite. Unfortunately, the rules finalized today favor only the projects the Biden administration views as compliant with its unrealistic climate agenda. By layering on even more project review requirements, this administration is adding new roadblocks to an already broken permitting process that will hinder job-creating energy, infrastructure, and transportation projects of all kinds.” — Senate Environment and Public Works Committee Ranking Member Shelley Moore Capito (R-W.Va.) in a statement ([link removed]) after the White House Council on Environmental Quality (CEQ) issued its final National Environmental Policy Act (NEPA) rule.

“It’s an exciting time to be a Georgian as our state continues to grow and thrive, with new demand for more clean energy each year. The new Vogtle units are a key piece of our strategy to meet the energy needs of our customers not only tomorrow, but 20 years from now.” — Georgia Power Chairman, President and CEO Kim Greene in a statement ([link removed]) regarding the opening of Plant Vogtle Unit 4.

“With rising energy demand and competition from China, an any-of-the-above approach is needed to produce cleaner energy that is affordable and reliable, [...] If you are serious about emissions reduction, nuclear energy expansion must be part of the conversation. Plant Vogtle is a pioneer in this field, and I thank the Conservative Climate Foundation for organizing this important panel with Reps. Rick Allen and Blake Moore and industry leaders. As Chair of the Conservative Climate Caucus, I will continue to advocate for reducing emissions, not choices.” — CCC Chair Mariannette Miller-Meeks (R-Iowa) in a statement ([link removed]) about CCF’s trip to visit Plant Vogtle.
WHAT CRES IS SAYING
About the Efficient Nuclear Licensing Hearings Act...
“Deploying more nuclear energy is a key component to an all-of-the-above strategy that lowers global emissions, but the process to build a new nuclear power plant is outdated. 'CRES is proud to support Sen. Tim Scott’s bipartisan Efficient Nuclear Licensing Hearings Act, a commonsense improvement that will streamline the approval process for nuclear reactors and save taxpayer dollars while still upholding the high licensing standards of the Nuclear Regulatory Commission (NRC).” — CRES President Heather Reams in a statement ([link removed]) endorsing Sen. Tim Scott’s (R-S.C.) legislation to speed up nuclear energy permitting.
––
About the Biden Administration’s Tailpipe Rule...
“Limiting consumer choice will not reduce global emissions. The EPA’s tailpipe rule ties the hands of hard-working Americans and ignores the benefits of hybrids, liquid fuels and American innovation in the automotive sector. CRES opposes the EPA tailpipe rule because it will result in rising costs and supports Rep. John James' leadership in introducing a CRA measure that would stop the rule in its tracks.” — CRES President Heather Reams in a statement ([link removed]) of support for Rep. John James’ (R-Mich.) use of the Congressional Review Act (CRA) to reverse the U.S. Environmental Protection Agency’s (EPA) tailpipe rule.
WHAT CRES IS DOING
The first week of May, CRES hosted its sixth annual congressional fly-in ([link removed]) in partnership with the Conservative Energy Network (CEN) ([link removed]) . We convened nearly 50 local clean energy advocates, business leaders and state and local officials from 17 states in Washington, D.C., to meet with more than 100 Republican congressional offices and discuss policies that advance an all-of-the-above energy portfolio.
Our message:
* Clean energy in America is being held back by red tape and regulatory uncertainty.
* Clean energy incentives and investments increase American competitiveness while driving down global emissions.
* Clean energy innovation is a pillar of American energy dominance.

Advanced Nuclear for Clean Power Act of 2024: Addressing Expected New Clean Power Demand ([link removed])
Over the past few months, electric utilities have been focused on projections of new demand for electric power, which is projected to increase by several times that of previous estimates. As the need for electricity continues to skyrocket, Congress must ensure demand can be met. In consideration of this growing demand comes the Accelerating Deployment of Versatile, Advanced Nuclear for Clean Energy (ADVANCE) Act of 2024.
