The City of Torrington, Wyoming, will conduct a public meeting at 12:00 p.m. (noon), local time, on May 30, 2024, in the City Court Room. The purpose of the meeting is to allow citizens to review and comment on the FY25 – East D Street Improvements project. This project will replace the 50 year old undersized waterline and storm sewer, and will reconstruct the street, curb, gutter and sidewalk. This project is estimated to cost $7,000,000 and is recommended as part of the City’s Water Master Plan that was completed in 2020.
At the meeting, the City of Torrington will present the preliminary design of the proposed project and will discuss the estimated cost of the improvements and the plan for funding the improvements. A preliminary plan of improvements, cost estimates, and the funding plan can also be reviewed at the City Engineer’s Office in City Hall. Contact Jeff Harkins at (307) 532-4815.
Based on current cost estimates, the City of Torrington plans to borrow $2,700,000 from the Wyoming Drinking Water State Revolving Loan Fund (SRF), and $2,500,000 from the Wyoming Clean Water SRF administered by the Wyoming Office of State Lands and Investments. In addition, the City will utilize State Urban Systems funds in the amount of $1,400,000. The City will also borrow $400,000 from the State in a Capital Construction Loan. Increased user fees will repay the loan. The average rate increase is estimated to be ($1.91/month) per user to repay the loan. Loan terms will be 1.0% (DWSRF) and 1.5% (CWSRF) interest rate and 20 years.
