Public Notice: Categorical Exclusion Determination for West Laramie Lift Station Project

The Department of Environmental Quality/Water Quality Division (DEQ) has conducted a review of the proposed West Laramie Lift Station project in accordance with EPA and State of Wyoming procedures for implementing the State Environmental Review Process. DEQ has determined that this project is eligible for a categorical exclusion. Accordingly, DEQ is exempting the project from further substantive environmental review requirements under the State Environmental Review Process. Neither an Environmental Assessment/Finding of No Significant Impact nor an Environmental Impact Statement/Record of Decision will be required for the proposed action. The following is a brief description of the situation and the proposed action and a brief statement of how the action meets the criteria for a categorical exclusion.
This project includes construction of a new West Laramie Lift Station, located adjacent to the City of Laramie's wastewater treatment plant. This new construction is due to the existing facility reaching the end of its useful life and planned expansion in the collection system basin. The current lift station is a packed wet well/dry pit triplex system in buried vaults. There are no facilities on the west side of the city's collection system that provide primary screening. A backup generator is installed adjacent to the lift station and is anticipated to have enough capacity to support the new lift station. The new lift station is expected to be located immediately southwest of the wastewater treatment plant entrance, on the north side of Banner Road. The primary project objectives include construction of a new wastewater lift station and removal or abandonment of the existing wastewater lift station. The new wastewater lift station may include the following features: bar screen with an overflow channel, washer compactor, pumping system with overall increased capacity to accommodate future development, automated public sewage dump station, communications equipment integrated with the existing communications system, integration into the existing backup generator system or addition of a new backup generator system, and bypass pump connections. Completion of the project is estimated to be in May 2026.
Based on current cost estimates, the City of Laramie plans to borrow $9,500,000 from the Wyoming Clean Water State Revolving Loan Fund administered by the Wyoming Office of State Lands and Investments. Current wastewater user fees will repay the loan and do not require an increase in rates at this time. Loan terms are anticipated to be 1.00% interest rate and a term of 20 years.
The City of Laramie is aware of and accepts the fact that they will be responsible for any required mitigative actions associated with the project including, but not limited to, storm water runoff, erosion control, archeological/historic artifacts, and air quality concerns. These actions will be part of the standard State Revolving Funds Program contract conditions. The Department of the Army Corps of Engineers has requested the City to submit their Pre-Construction Notification form once plans are near finalization.
DEQ is granting an exclusion because the project will be constructed adjacent to existing facilities within the footprint of the City of Laramie’s current wastewater facilities property. This project will be completely constructed in previously disturbed ground, specifically ground disturbed by a previously installed roadway, sewer line, wastewater pump station, and wastewater treatment plant infrastructure. DEQ has determined that exempting the proposed project from further review under the State Environmental Review Process will not result in adverse impacts to the population or the area of the City of Laramie, and Albany County, Wyoming.
