Project description: The AUAR study area encompasses an area totaling approximately 333 acres on 6 parcels located at County Road 42 and Emery Avenue E in the City of Rosemount, Dakota County, Minnesota. Project Mercury, LLC is proposing to develop the study area from existing farmland to data center or industrial, business park, and commercial uses. Two scenarios are proposed for evaluation in the AUAR. Scenario 1 includes multiple buildings for a total of 2.3 million square feet of proposed data center development. Scenario 2 includes multiple buildings for a total of 1,293,333 square feet of proposed light industrial, 646,667 square feet of business park, and 560,000 square feet of community commercial development. The proposed development within the AUAR study area is anticipated to begin in August 2024.

Project description: The Rum River Recreation Channel Restoration Projects include existing maintenance and new dredging operations for approximately 3,750 linear feet of the Rum River from the Anoka Rum River Dam (Anoka Dam) south to the confluence of the Mississippi River. The project will increase emergency response time and improve navigation for recreational boaters by restoring the water depth of the channel. The project location and aerial view are included on Figures 1-3. Sources of the sediment may exist all the way to Mille Lacs Lake depositing below the Anoka Rum River Dam in the City of Anoka.

Project description: Improvements to TH 10 in Wadena and Otter Tail Counties from 1.3 miles west of CSAH 75 to 0.4 miles east of Oink Joint Road. Reconstruction of TH 10 to a four-lane highway east and west of Wadena to address existing deficiencies and accommodate future development and redevelopment. Reconfiguration to four lanes within existing urban section and extension of urban section. Traffic control modifications, including construction of a reduced conflict intersection (RCI) at the intersection of Highway 10 & CSAH 75, a roundabout at the intersection of Highway 10 & CSAH 92/11th Street NW, and a roundabout at the intersection of Highway 10 & CSAH 54/Harry Rich Dr.

Project description: The TCAAP Alternative Urban Areawide Review (AUAR) study area is approximately 429 acres located within the broader TCAAP site in Arden Hills, Minnesota. The AUAR study area is bounded by County State Aid Highway (CSAH) 96 on the south, by US Highway 10 and Interstate 35W (I-35W) on the west, by State of Minnesota property on the north, and by the National Guard’s Arden Hills Army Training Site (AHATS) property on the east. The City of Arden Hills adopted the TCAAP Final AUAR and Mitigation Plan on July 28, 2014. Pursuant to Minnesota Rules, part 4410.3610, subpart 7, an AUAR and plan for mitigation must be revised every five years until all development in the study area has received final approval. The City of Arden Hills adopted an AUAR Update on August 26, 2019. Since the study area has not been fully developed, the purpose of this document is to provide another update to the TCAAP AUAR pursuant to Minnesota Rules.

Project description: The City of North Branch proposes development within approximately 393 acres located south of 410th Street, east of Interstate 35, west of CSAH 30, and north of Aztec Trail in the north central portion of the city. The ultimate development scenario studied under the AUAR update allows for 286 acres of industrial; 40 acres of business; and 67 acres of residential (4 acres single family; 49 acres medium density; 14 acres high density) land uses. Of the 393 acres within the AUAR Study Area, 335 remain that have not yet been developed.

Mississippi Landing Project
Notice description: Part of the negative declaration by the City Council on December 20, 2021, required a Phase I Cultural Resource Study which was completed in 2022 encompassing the Mississippi Landing Development area however, with the proposed improvements into the recently acquired City Park area, the study needed to be expanded into this area. The Addendum to the Cultural Resources Survey confirmed the findings of the Phase I Report that there be a finding of No Historic Properties Affected, no further work is needed and that an Unanticipated Discoveries Plan is in place.

These reports were received via the Minnesota Duty Officer prior to the submission deadline for this edition of the EQB Monitor. They represent the raw data/information provided by callers.
