This week, Adelphoi, the nonprofit hired to run the shuttered Shuman Juvenile Detention Center, has yet to begin running the facility despite stated plans to open in April. Adelphoi is countersuing Allegheny County, seeking damages for operational and reputational harm it says Council inflicted by trying to halt the contract.
