Part D Features Affect Uptake Of Biosimilars
Luca Bertuzzi of Charles River Associates and Luca Maini of Harvard University examine benefit design and biosimilar coverage ([link removed] ) in Medicare Part D and compare coverage in these plans to employer-sponsored plans.
Among other findings, Bertuzzi and Maini find that “Medicare Part D tends to favor pricier reference biologic drugs over their generally cheaper biosimilar counterparts.”
They conclude that policies including federally mandated discounts for branded drugs and federal subsidies for plans during the catastrophic coverage phase likely contribute to this trend.

Health Affairs is pleased to announce a new series of journal articles focusing on implementation of pharmaceutical-related provisions of the Inflation Reduction Act of 2022 (IRA).
The multi-year initiative consists of two key parts:
The Health Affairs IRA Observatory and Related Publications ([link removed] ) – an expert working group of pharmaceutical market stakeholders will inform and guide Health Affairs in identifying newsworthy developments in IRA implementation.
And, we will publish a series of peer-reviewed journal articles featuring empirical research about the legislation’s effects. We are seeking new papers that address the impact of any of the IRA’s drug-related provisions on:
- Prices/spending;
- Utilization;
- Prescribing patterns;
- Health outcomes; and
- The research and innovation pipeline – investments, drug developments, clinical trials, comparative effectiveness, etc.
