I wanted to take a moment to share with you a recap on what happened last week in Texas' 22nd District and the United States House of Representatives.
This Week in Washington, D.C.
Chairman Troy E. Nehls Holds Subcommittee Hearing on "Ensuring Safety and Reliability: Examining the Reauthorization Needs of the Pipelines and Hazardous Materials Safety Administration"
This week, the Subcommittee on Railroads, Pipelines, and Hazardous Materials held a hearing to examine the need to reauthorize the Pipeline and Hazardous Materials Safety Administration (PHMSA), with a focus on providing it new direction and authority over emerging energy sources. During the hearing, I had the opportunity to hear from some of our nation’s industry experts in the field of pipeline safety.  

In December 2023, H.R. 6494, the Promoting Innovation in Pipeline Efficiency and Safety (PIPES) Act of 2023, passed out of the House Transportation and Infrastructure Committee in a bipartisan fashion. This critical legislation reauthorizes PHMSA for four years and provides the necessary resources and direction for the agency to fulfill its pipeline safety oversight responsibilities in an efficient and effective manner. 

The PIPES Act of 2023 will also support PHMSA’s efforts to oversee the safe transportation of new and emerging fuels by directing PHMSA to update regulations for the safe transportation of carbon dioxide and to study the use of hydrogen-blending in natural gas. These and other provisions in the PIPES Act of 2023 will ensure the safety and reliability of the U.S. pipeline network and the transportation of our critical energy resources. 

It is more important than ever that PHMSA receive a regular reauthorization from Congress to provide both the agency and regulated community much-needed certainty in federal pipeline safety policy and to provide legislative direction to address pressing areas of concern in pipeline safety. Despite action in the House, we have yet to see any movement in the Senate from Majority Leader Chuck Schumer. As the House has shown, it is possible to legislate in a bipartisan manner in the name of pipeline safety. I call on the Senate to follow suit and hope to work with them in the near future.

Rep. Troy E. Nehls Introduces the Spend It At Home Act
This week, I introduced the Spend It At Home Act to allow taxpayers to indicate whether their federal income taxes should be used for domestic or international purposes. The Internal Revenue Service (IRS) would then make that data available at the end of the calendar year.

I've heard time and time again from the folks of TX-22 that they are sick and tired of paying taxes to secure Ukraine's borders as millions of illegal aliens are flooding across our own. Before sending $95 billion to other countries, Congress should know how the American people want their hard-earned taxpayer dollars used. 

The offset to implement this program rescinds unobligated funds from the Inflation Reduction Act, which could be used to hire 87,000 new IRS agents.

Chairman Troy E. Nehls Meets with Short Line Railroads on Railroad Day 2024
Wednesday, May 8, 2024, was Railroad Day on Capitol Hill.

I had the opportunity to meet with the Association of American Railroad Members and the American Short Line and Regional Railroad Association and hear their thoughts regarding our nation's rail industry.

I want to thank everyone who participated in the Congressional Art Competition this year. My office received many submissions from across the district with great artistic talent. The winning piece is a painting titled 'Prayer' by Helene Su. The runner-up piece is a painting titled 'Sunkissed' by Ziyi Zhao. The third-place piece is a painting titled 'Golden Paradise' by Emily Wang.

As our first-place winner, Helene's art piece will be displayed in the U.S. Capitol for one year.

Service Academy Nominations Are Now Open
My office is now accepting Service Academy Nominations.
 
One of the privileges of serving in the United States House of Representatives is the opportunity to nominate outstanding young people from the 22nd Congressional District of Texas to be considered for appointment to our nation’s service academies.
 
Admission to a service academy is a two-tiered process. First, the candidate must meet the minimum standards set by the individual academy. Second, the candidate must complete the congressional application by October 11, 2024, to be considered for an interview in our office with the nomination review board. Please note, the ultimate selection of appointees rests solely with academy officials and is based on their competitive evaluation of all nominees.

Congressional App Challenge Submissions Are Now Open
I am pleased to announce that my office is hosting the 2024 Congressional App Challenge. The Congressional App Challenge is a competition designed to encourage student participation in computer science and coding. Students are encouraged to register online and submit their app by October 24, 2024.
 
The Congressional App Challenge is open to all middle and high school students in the 22nd Congressional District of Texas. Students entering the competition must submit their app to CongressionalAppChallenge.us during the Competition Submission Period through Thursday, October 24, 2024, at 12 P.M. Eastern Time.
 
The winner from the 22nd Congressional District, chosen by a panel of expert judges, will be featured on CongressionalAppChallenge.us. The winning app will also be eligible to be on display in the U.S. Capitol, honoring the winners from across the country.
