Governor Newsom is finalizing the May Revision for his 2024-25 budget plan this week. As he does, the parallels between California’s 2009 budget crisis and today’s budget difficulties are too compelling to ignore. Sacramento policymakers should heed the lessons of a now-largely-forgotten budget crisis from 15 years ago to avoid having history repeat itself.

BART pushes to raise taxes to subsidize falling ridership

BART will soon burn through its $1.9-billion emergency state subsidy, so the Metropolitan Transportation Commission, which oversees 27 Bay Area transit agencies including BART, is sponsoring Senate Bill 1031 ([link removed]) by Sens. Scott Wiener, D-San Francisco, and Aisha Wahab, D-Hayward, that would allow MTC to place a $750-million measure on the ballot as soon as 2026 to increase sales, payroll and parcel taxes or through a vehicle-registration fee hike.
