On March 2024, General Laura Richardson, Commander of US Southern Command, stated in her Posture Statement that “democracy and democratic values are under attack globally. The People’s Republic of China (PRC) and Russia are strategic competitors who operate without regard for international law or norms. They condone and perpetrate corruption, disinformation campaigns, cybercrime, and human rights abuses that undermine the existing democratic political processes of fragile democracies in Latin America and the Caribbean and bolster the authoritarian rule of regimes in Cuba, Nicaragua, and Venezuela.” SOUTHCOM’s area of responsibility encompasses 31 nations in Central America, South America, and the Caribbean.
