New statewide contracts

New statewide contract available for portable sanitation services

DES has a new statewide contract 28223 for portable sanitation services.

This contract provides rental services for portable toilets, handwashing stations, and shower trailers on an as-needed basis.

As part of our commitment to supplier diversity in state procurement, this contract features two small and diverse vendors.

New statewide contract available for communications, marketing services

DES has a new statewide contract 20422 for communications and marketing services.

This contract, effective March 1, offers a diverse range of services across six categories, including social marketing and photography. This contract marks the first contract of its kind and is designed to meet the procurement needs of state agencies, municipalities, and other statewide contract users.

This contract includes Washington state small, veteran-owned, and diverse businesses:


* 16 small businesses, representing 46% of the total contract awards
* 14 OMWBE-certified businesses representing 40% of the contract awards

The National Association of State Procurement Officials (NASPO) extended contract 01018 for facility maintenance, repair, and operations (MRO) and industrial supplies until Dec. 31.

Share your feedback on procurement evaluations

DES is seeking information about procurement evaluation best practices, which could include removing bias and to promoting environmentally friendly products in your evaluations.

We are also seeking volunteers to participate in a short workshop to discuss best practices. We anticipate the workshop will take two to four hours, and we plan to schedule it in June.

Please complete this short survey by May 23. It should take about 10 minutes to complete.

Submit sole source contract requests by June 1

The DES Policy Team is advising agencies to submit sole source contract requests by June 1 to allow adequate processing time prior to the contract start date.

DES typically receives a large influx of filings through the Sole Source Contracts Database (SSCD) [ [link removed] ] in May and June ahead of the June 30 end of fiscal year.

Additionally, the new sole source statutory changes take effect June 6, with a revised policy [ [link removed] ] to follow. Therefore, any sole source contracts filed after June 5 will be subject to the new filing deadline of 15 business days prior to executing your contract and should be factored into agencies' submission timelines.

Local governments: use statewide contracts to save time and effort

Local governments have statutory authority to use DES' statewide contracts [ [link removed] ] after signing a contract usage agreement (RCW 39.26.050 [ [link removed] ] and RCW 39.26.060 [ [link removed] ]).

If your organization does not have a contract user agreement, follow the steps outlined here: How to use state contracts [ [link removed] ].

Take advantage of your access to statewide contracts to save time and effort by avoiding administrative requirements associated with piggybacking ? that's when an organization uses another government?s contracts without going through its own competitive process.

The State Auditor?s Office (SAO) maintains guidelines on piggybacking requirements [ [link removed] ]. The Interlocal Cooperation Act (RCW 39.34.030 [ [link removed] ]) authorizes local governments to piggyback on the awards of others, but there are specific requirements to do so. *These requirements do not apply* when you use DES statewide contracts.
