Free college tuition—and wraparound support services—can be a transformative tool for economic development in cities. That’s the spirit behind a convening we’re hosting with Community College of Philadelphia on May 14, 2024. At the center is the Octavius Catto Scholarship, an innovative initiative that has changed the lives of more than 2,500 Philadelphians.
