Rep. Clyde Opposes Unconsitutional Antisemitism Bill

Last week, the House considered H.R. 6090, the Antisemitism Awareness Act of 2023, which aims to address antisemitism on college campuses in light of recent hateful demonstrations across the country. While this issue certainly needs to be addressed, this severely misguided legislation fails to confront this serious matter responsibly. In short, the bill would require the Department of Education’s Office for Civil Rights to adopt the International Holocaust Remembrance Alliance's (IHRA's) working definition of antisemitism when reviewing or investigating complaints of discrimination in programs or activities that receive federal financial assistance. This move raises serious constitutional concerns, as codifying the IHRA’s definition would violate Americans’ First Amendment rights. In fact, one of the IHRA’s examples of antisemitism includes “using the symbols and images associated with classic antisemitism (e.g., claims of Jews killing Jesus or blood libel) to characterize Israel or Israelis.” In other words, scripture such as 1 Thessalonians 2:14-16 would be considered antisemitic under the IHRA’s definition.

Notably, my conservative colleagues and I repeatedly urged House Republican leadership to address our valid concerns by allowing the bill to go through regular order by sending it back to committee, which would give members the opportunity to improve the legislation through an open amendment process. However, Speaker Johnson brought the bill to the floor without necessary changes anyway, as he knew he could rely on House Democrats to bring this disastrous legislation across the finish line.

Let me be clear: Antisemitism has no place in our country. But Congress shouldn’t respond to antisemitic protests by rushing botched, unconstitutional legislation across the House floor. After all, Congress is charged with defending the U.S. Constitution — not shredding it for political gain. As a Christian and constitutional conservative, I ultimately opposed this deeply flawed bill. Please know that I will always protect your constitutional freedoms from the Uniparty’s un-American agenda.

Rep. Clyde Leads Bipartisan, Bicameral Letter to Protect Poultry Exports

Since the Ninth boasts the Poultry Capital of the World, Gainesville, I remain committed to ensuring Georgia’s poultry producers can perform effectively without hindrances. That’s why I recently led a bipartisan, bicameral letter to protect poultry exports. Joined by Congressman Sanford Bishop (D-GA) and Senators Joni Ernst (R-IA) and Chris Coons (D-DE), we led more than 50 of our colleagues in sending a letter to the U.S. Department of Agriculture’s (USDA) Animal and Plant Health Inspection Service (APHIS) Administrator Dr. Michael Watson urging the USDA to advocate that the World Organization for Animal Health (WOAH) adopt the definition of "poultry" unanimously approved by the United States Animal Health Association (USAHA).

The current WOAH definition fails to appropriately distinguish between commercial poultry involved in international trade from backyard or wild birds, which pose a minuscule avian influenza transmission risk. Unfortunately, this outdated definition is costing America’s poultry producers hundreds of millions of dollars each year in lost exports through unwarranted trade disruptions. There are countless examples across numerous states of isolated cases of avian influenza detections in backyard or wild birds, prompting unnecessary trade bans — even though they pose a minuscule threat of infecting commercial flocks. This past year, multiple states across the U.S. suffered nearly $900 million in disrupted overseas chicken, turkey, and egg sales. Georgia’s poultry industry alone is facing an estimated annual loss of $300 million due to an isolated outbreak in a small duck flock that would never have entered commerce nor have been destined for export.

The USDA must advocate for the WOAH to adopt the USAHA’s “poultry” definition in order to safeguard America’s agricultural competitiveness. Please know that I will continue leading on this matter to ensure our state’s poultry industry no longer faces the harmful and costly impacts caused by this outdated definition.

On Friday, I was privileged to join educators, administrators, family members, and friends at Lanier Technical College’s Commencement Ceremony to celebrate the graduating class of 2024. Nearly 1,500 students received credentials this year, marking an impressive achievement for this year's class. Moreover, Lanier Tech boasts a remarkable track record of 100% job placement — an extraordinary feat made possible by the valuable guidance of educators, the unwavering support of loved ones, and most of all, the tireless work of students.

I’d like to wish all of this year’s graduates a successful, prosperous, and happy journey ahead. I’m confident that these young men and women will continue to make the Ninth District proud in their future endeavors. Congratulations, Class of 2024!

Lawmakers are back in Washington this week, where we’re expected to consider the following pieces of legislation:

H.R. 7109, the Equal Representation Act: This legislation requires the decennial census to include a citizenship question, and excludes noncitizens from the population on which the apportionment of U.S. House Representatives and electors for each state is based.
H.R. 6192, the Hands Off Our Home Appliances Act: This bill prevents the Secretary of Energy from implementing new or amended energy efficiency standards for appliances that are not technologically feasible and economically justified.
H.J. Res. 109: This resolution overturns the rule submitted by the Securities and Exchange Commission relating to “Staff Accounting Bulletin No. 121,” which essentially prevents banks from offering crypto or digital asset custodial services to consumers, as SAB 121 breaks with the banks’ historical practice of treating all custody assets as off-balance sheet.
H.J. Res. 98: This resolution repeals the National Labor Relations Board’s burdensome rule relating to "Standard for Determining Joint Employer Status" under the Congressional Review Act, protecting the franchise system, small business, American workers, and entrepreneurship.
H.R. 2925, the Mining Regulatory Clarity Act of 2024: This legislation undoes the damaging Rosemont decision, allows mining operations to continue as they have historically under the law, and protects the communities and jobs supported by this industry.
