New Democrat Coalition Members led a total of 63 New Dem signers on four separate letters to the House Appropriations Committee outlining the Coalition’s priorities related to immigration and border security, public safety, agriculture and rural development, and affordable housing for the upcoming Fiscal Year 2025 appropriations process.

“Across these four letters, New Dems are fighting to deliver on the issues that we hear about the most from our constituents across the country,” said NDC Chair Annie Kuster (NH-02). “From securing the border and strengthening public safety to lowering the cost of housing and supporting rural communities, New Dems are calling for additional resources to ensure all Americans can thrive. We will continue working to get this funding passed for FY2025.”

Immigration and Border Security Task Force Chair Greg Stanton (AZ-04) and Rep. Gabe Vasquez (NM-02) led the NDC letter on immigration and border security priorities ([link removed]) . The letter calls on the Committee to make strategic investments in bolstering the Customs and Border Protection workforce, addressing backlogs facing U.S. Immigration Courts, supporting border communities through the Shelter and Service Program, and investing in cutting-edge technology to detect illicit fentanyl and other narcotics at the border.

Rep. Eric Sorensen (IL-17) led the letter on public safety priorities ([link removed]) . The letter calls on the Committee to fully fund public safety programs that enhance law enforcement’s ability to protect communities safely and effectively. This includes programs like the Community Oriented Policing Services (COPS) program, the High Intensity Drug Trafficking Areas (HIDTA) program, and Project Safe Neighborhoods (PSN), which all help ensure communities and public safety officers have the tools and resources they need.

Rep. Brittany Pettersen (CO-07) led the letter on housing priorities ([link removed]) . The letter calls on the Committee to fund bipartisan solutions that expand the U.S. housing supply by removing regulatory barriers and supporting development, keep Americans housed by supporting housing stabilization and assistance programs, and improve data collection to better understand the scope of our nation’s housing issues.

Farm Bill Task Force Vice Chair Don Davis (NC-01) led the letter on rural development priorities ([link removed]) . The letter calls on the Committee to fully fund programs that support rural housing, deliver affordable utilities and broadband to rural communities, support environmental conservation, and empower rural communities – particularly historically marginalized groups and new and beginning farmers – to build and benefit from robust local economies.

New Democrat Coalition Climate Change and Clean Energy Task Force Chair Scott Peters (CA-50) issued the following statement after the White House Council on Environmental Quality (CEQ) finalized ([link removed]) its Bipartisan Permitting Reform Implementation Rule ([link removed]) , building on the historic investments of the Inflation Reduction Act and the President’s Permitting Action Plan ([link removed]) .

“Today, we applaud the Biden administration for taking critical steps to implement the bipartisan permitting reform provisions New Dems were instrumental in passing into law last June.

“As reflected in our Task Force’s permitting reform priorities ([link removed]) , we strongly support the CEQ setting deadlines for environmental reviews, requiring a lead agency to coordinate across the government, and creating a unified federal review process. These actions will accelerate critical upgrades to electrical transmission and grid resiliency as well as the deployment of clean energy projects funded by the Inflation Reduction Act.

“While we applaud today’s progress, the job is not done. New Dems look forward to continued collaboration with the White House and lawmakers on both sides of the aisle to take the actions necessary to further expedite the review process, tackle climate change, support communities harmed by environmental damage and extreme weather, and build the clean energy economy of the future.”

Kilmer Featured in New York Times Video Op-Ed

Congressman Derek Kilmer (WA-06) ([link removed]) was featured prominently in a video op-ed from the New York Times this week, reflecting on what it was like to lead the Select Committee on the Modernization of Congress. Under Rep. Kilmer's leadership, the Modernization Committee proposed more than 200 reforms to improve operations so that members of Congress can work more effectively for the American people.

Congressman André Carson (IN-07) ([link removed]) joined IndyGo leadership to highlight $1 million in federal Community Project Funding for the Blue Line and reiterate his support for public transit. The funding would be used to improve a high-performing transit route that connects the Indianapolis International Airport, Downtown Indianapolis, and diverse neighborhoods. The project will improve public transit infrastructure and introduce dedicated bus lanes that will improve speed, reliability, and safety.

Congresswoman Lori Trahan (MA-03) ([link removed]) celebrated the ribbon-cutting of Electric Hydrogen’s new gigafactory in Devens and highlight the recent awarding of $46 million in federal Bipartisan Infrastructure Law funding for the company’s work to manufacture and deploy high-capacity electrolyzers. Last month, Trahan announced $94.5 million in federal funding from the Bipartisan Infrastructure Law for five companies across the Third District to help advance the manufacturing and deployment of hydrogen technologies. Founded in 2020, Electric Hydrogen is a climate technology company that manufactures electrolyzers for green hydrogen production.

Congressman Gerry Connolly (VA-11) ([link removed]) hosted patients, doctors, and advocates for a roundtable discussion on infertility, IVF, and the barriers to accessing care. The conversation came as the country continues to grapple with the Alabama Supreme Court decision on IVF. Connolly, the author of the Family Building FEHB Fairness Act, is leading the charge in Congress to require the Federal Employee Health Benefits Program to cover IVF and other infertility treatments for federal employees.

On Wednesday, the New Dem Climate and Clean Energy Task Force met ([link removed]) with industry, environmental, and other stakeholders to discuss the Biden Administration's recent actions to accelerate permitting and the path forward for Congress to get clean energy projects connected to the grid.
Horsford, Rosen, Steel, Sullivan Lead Bipartisan, Bicameral Bill to Strengthen U.S.-Taiwan Defense Cooperation, Counter Chinese Communist Party’s Aggression ([link removed])
Rep. Steven Horsford (NV-04) joined Senators Jacky Rosen (NV) and Dan Sullivan (AK) and Congresswoman Michelle Steel (CA-45) to introduce bipartisan, bicameral legislation to strengthen U.S.-Taiwan defense cooperation to counter China’s growing military expansion in the region. The bipartisan Transpacific Allies Investing in Weapons to Advance National (TAIWAN) Security Act (H.R. 8238 ([link removed]) ) would require the Secretary of Defense to enhance defense industrial base cooperation between the U.S. and Taiwan to deepen U.S.-Taiwan defense ties, promote supply chain security, and help alleviate Taiwan’s readiness challenges.

Carbajal Announced His Legislation to Curb the Threat of Forever Chemicals Near Airports was Included in the Bicameral Aviation Policy Package Released Earlier this Week ([link removed])
Rep. Salud Carbajal’s (CA-24) bills making up his bipartisan ‘Clean Airport Agenda’ are on track to become law as part of the 2024 FAA reauthorization package. The bills are the Pollution-Free Aviation Sites (PFAS) Act (H.R. 5356 ([link removed]) ), which creates a new federal grant program for airports needing support to replace firefighting foams containing per- and polyfluoroalkyl substances (PFAS), and the Save Our Airports Reporting Act (H.R. 5355 ([link removed]) ), which requires routine progress reports from federal agencies on phasing out foams containing the ‘forever chemicals’ shown to pose health risks to nearby communities.

Scholten’s Bipartisan Bill to Encourage Investment in Rural and Low-Income Areas Passes the House During Small Business Week ([link removed])
Rep. Hillary Scholten’s (MI-03) bipartisan bill, the Investing in All of America Act (H.R. 5333 ([link removed]) ), to increase capital available to small businesses, particularly those in rural or low-income areas and those operating in the national security sector, passed the House of Representatives this week.

House Passes Connolly-Ciscomani Veteran Fraud Reimbursement Act ([link removed])
Reps. Gerry Connolly (VA-11) and Juan Ciscomani (AZ-06)'s Veteran Fraud Reimbursement Act (H.R. 4016 ([link removed]) ) passed the House of Representatives by a vote of 413-0. The bipartisan legislation was introduced to make it easier for veterans with disabilities to be made financially whole in the event they are defrauded of their benefits.
