ANNOUNCING OUR WILKENFELD AWARD HONOREE

The Judy Wilkenfeld Award for International Tobacco Control Excellence recognizes an advocate from a low- or middle-income country who has worked to significantly reduce tobacco use through policy advocacy. It is given in honor of the late Judy Wilkenfeld, an inspiring advocate and early leader of our international work whose expertise and devotion forever changed the world of tobacco control.

We’re thrilled to present this year's award to European advocate Lilia Olefir!

About Lilia Olefir

Lilia Olefir is Director of the Smoke Free Partnership (SFP), a coalition of over 55 European organizations based in Brussels, Belgium, that works to mobilize decision-makers to implement the WHO Framework Convention on Tobacco Control in Europe. As Director of SFP, Ms. Olefir has become a leading figure in European public health policy.

Prior to leading SFP, Ms. Olefir served as Executive Director of LIFE Advocacy Center in Ukraine, her home country. In that role, Ms. Olefir became the face of tobacco control in Ukraine and worked with public health partners around the world. She led successful initiatives to raise tobacco taxes in Ukraine, including a 2017 law that mandated a minimum 20% annual increase in tobacco taxes through 2024. She later led the expansion of the law to include heated tobacco products and e-cigarettes, two products that have been marketed to Ukrainian youth.

One of Ms. Olefir’s most significant achievements is the advocacy campaign leading to Ukraine’s comprehensive 2022 tobacco control bill, which was signed into law just a month before Russia’s invasion. The law includes 100% smoke-free public places, larger pictorial health warnings and a ban on advertising of all tobacco products.

Ms. Olefir is now applying her experience and knowledge to advocating for the adoption and implementation of strong tobacco control measures across the European Union. Recognized for her perseverance, passion, creativity and drive, Ms. Olefir has been an inspiration to tobacco control advocates in Ukraine, Europe and across the globe.
