A Message from Gabe:

Greetings Rhode Islanders,

Recently, the House of Representatives overwhelmingly passed four bipartisan bills that promote U.S. leadership abroad while confronting major global challenges. I voted for this landmark legislation because it is imperative that we answer the question, "will America live up to its commitments?" with a firm and resolute “yes.” Anything else undermines our national security and abdicates our duty at a moment when democratic values are needed most.

In Europe, this package will be a gamechanger for Ukrainians who are bravely defending their homeland against Russia’s illegal invasion. Since February 2022, with our support, they have refused to back down in the face of Vladimir Putin’s aggression. However, without additional U.S. support we passed last week, there exists a real chance that their front lines could collapse. This would be disastrous — validating the authoritarian rulers around the world who taking notes about what is happening in Ukraine. Our support puts the United States on the right side of history and demonstrates our resolve to defend democracy when it is threatened.

In the Middle East, we must continue to support our ally Israel as it defends itself against Hamas and rocket barrages from Iran. By replenishing the Iron Dome system, we protect civilian lives while also strongly sanctioning Iran for its destabilizing actions.

Equally as important, this legislation funds essential humanitarian relief for suffering civilians around the world — from the war in Gaza to the conflicts in Sudan and Somalia. I am heartbroken by the images and statistics coming out of Gaza, and I firmly believe that an immediate ceasefire, one that brings home the hostages captured by Hamas and ends the bloodshed of innocent civilians, is necessary to relieve the toll of human suffering. It is clear that Israel's military cannot continue to carry out its unsustainable current strategy. It is why I echo President Biden's calls for a negotiated peace that achieves a two-state solution between Israel as a secure democratic Jewish state and Palestinians fulfilling their legitimate aspirations of self-governance.

After months of reckless obstruction by some right-wing extremists, I am glad we finally took bipartisan action to demonstrate that our nation will always keep its word and meet the moment. Simply put, this legislation is an example of America upholding its mantle of leadership. In no uncertain terms, it sends an ironclad message to the world that we will protect our interests, stand with our allies, and deliver critical aid when it is needed.

Since 1938, federal overtime protections have been in place to make sure that workers are not overworked and underpaid. This week, President Biden's Department of Labor finalized a new overtime rule that extends extra pay to even more Americans working over 40 hours a week.

Set to go into effect on July 1 of this year, the new rule will ensure that most salaried workers earning less than $844 a week are eligible for overtime pay. Job duties will determine overtime exemption status.

The Department of Labor encourages workers and employers to visit their website to learn more about the finalized rule.

The Department of Education has an important deadline coming up for Rhode Island families burdened by student loan debt. For borrowers with federal loans that may qualify for full or partial cancellation, April 30, 2024 is the last day to act for a one-time adjustment.

Borrowers are encouraged to consolidate their federal loans to receive the full benefits of this adjustment, which was proposed by President Biden to correct past issues with the Public Service Loan Forgiveness program and Income-Driven Repayment plans.

Rhode Island Delegation Delivers $49.3M for Cost-Saving Clean Energy Upgrades on 
Earth Day


To make clean energy upgrades accessible to more Rhode Islanders, I joined alongside Senators Reed and Whitehouse, and Representative Magaziner in announcing that our state will receive $49.3 million in federal funding through the U.S. Environmental Protection Agency (EPA) Solar for All Program.

This massive grant announcement by President Biden’s administration to expand solar power in Rhode Island is a win-win for working- and middle-class families. It is federal funding made possible by the historic Inflation Reduction Act passed by congressional Democrats and will help reduce monthly utility bills for consumers, shrink our state’s carbon footprint, and put our electric grid on an even more sustainable path.

I am thankful to our partners and stakeholders in our state for working to secure this essential solar funding for Rhode Island. I look forward to the positive benefits that it will unlock in our communities for years to come.
