Rather than focusing exclusively on military deterrence, the U.S., Japan, and South Korea should pursue a more balanced arrangement — one that promotes stability on the Korean peninsula, credibly reaffirms long standing policy over the Taiwan issue, and disincentivizes China from pursuing its own trilateral military partnership with North Korea and Russia.
