George Beebe

George Beebe is Director of the Grand Strategy program at the Quincy Institute. He spent more than two decades in government as an intelligence analyst, diplomat, and policy advisor, including as director of the CIA’s Russia analysis and as a staff advisor on Russia matters to Vice President Cheney. 

Samuel Charap

Samuel Charap is the Distinguished Chair in Russia and Eurasia Policy at the Rand Corporation. His research interests include the foreign policies of Russia and the former Soviet state and U.S.-Russia deterrence. From Nov 2012 - April 2017, Charap was the senior fellow for Russia and Eurasia at the International Institute for Strategic Studies.

Liana Fix

Liana Fix is a fellow for Europe at the Council on Foreign Relations (CFR). She is a historian and political scientist, with expertise in German and European foreign and security policy, European security, Russia, and Eastern Europe. She is also the author of "A New German Power? Germany’s Role in European Russia Policy" (Palgrave Macmillan, 2021).

Kelley Beaucar Vlahos (Moderator)

Kelley Beaucar Vlahos is a senior advisor at the Quincy Institute and editorial director of its online magazine, Responsible Statecraft. Previously she served as executive editor managing editor, and longtime foreign policy/national security writer at the American Conservative magazine.
