Hi Neighbor,

I am writing to you with an important update regarding the Affordable Connectivity Program (ACP), which is a federal program that helps ensure households can afford the high-speed, low-cost internet they need for work, school, healthcare, and everyday life. The ACP was created by the Bipartisan Infrastructure Investment and Jobs Act which I was proud to vote for and which was signed into law by President Biden in November 2021.

Nearly a third of Americans who don’t have broadband state that the reason is because it costs too much. The ACP addresses this by offering up to $30 a month for internet service for eligible households that need help to afford broadband bills, and up to $75 on qualifying Tribal lands. Eligible households can also receive a one-time discount of up to $100 to purchase a laptop, desktop computer, or tablet from participating providers. Currently, 14 million households are enrolled nationwide, including 52,991 in California's 28th district that I represent.

Despite those obvious benefits: unless conservatives come to the table to support additional funding for the ACP, current enrollees in the program will lose their benefits as soon as the end of this month.

I will keep fighting to continue funding ACP. That is why I led a letter to the Biden-Harris Administration in July 2023 urging their support for replenishing the funding for the Affordable Connectivity Program. I am pleased that the President agreed and submitted a request to Congress to provide $6 billion in additional funding for the ACP. In response, I led another letter in November 2023 to House and Senate leadership urging them to include the full $6 billion needed to replenish ACP in any government funding package. In March 2024, I signed another letter to Congressional leadership on the urgent need for more funding. I am a proud cosponsor of H.R. 6929, the Affordable Connectivity Program Extension Act, which would provide $7 billion more for the ACP and allow the program to continue at least through the end of the year. However, Congressional Republicans have yet to allow a vote on these critical additional funds.

As a result, I want to ensure my constituents are prepared that you may lose access to this program. Enrolled households will receive the full ACP discount for the last time in April 2024, with a possible partial discount in May. After May 2024, unless Congress provides additional funding, ACP households will no longer receive the ACP benefit and the program will end. During this wind-down period, internet companies must send ACP households three separate written notices about the ACP ending and its impact on household internet bills and service. ACP households are not required to stay with their internet company or continue to receive the same internet service after the end of the ACP.

You may need to take action in order to either ensure you continue to receive internet service after the ACP ends, or to opt out if you would not like to continue receiving service. Please see the below fact sheets and resources for more information on the steps you may want to take.
