OAH is hiring a *Deputy Chief Administrative Officer [ [link removed] ]*, an exciting executive-level leadership position for all administrative staff and services at OAH. This is the equivalent position to “Court Administrator” in the judicial branch. This is a *hybrid* work opportunity, working at least four days in our St. Paul office per 2-week pay period.

*Deputy Chief Administrative Officer* position

The *Deputy Chief Administrative Officer [ [link removed] ]* provides executive-level leadership for all administrative staff and services at OAH. The Deputy Chief Administrative Officer is OAH’s highest-level classified manager and serves as a member of OAH’s senior leadership team with the Chief Administrative Law Judge and Deputy Chief Judge.

Minimum qualifications

* Either:
* Five years of progressively responsible experience in Human Resources, Financial Operations, Business Operations, Business Administration, or Public Administration, of which three are managerial; or
* Seven years of progressively responsible experience in Human Resources, Financial Operations, Business Operations, Business Administration, or Public Administration, of which five are supervisory. 

* And experience must demonstrate:
* Strength in using business organization principles, policies, procedures, and practices to coordinate diverse programmatic elements into a unified overall program that advance an organization’s value-based mission and vision.
* Strong leadership skills, including the ability to accomplish a wide range of complex tasks, motivate collaboration and cooperation across teams, and manage change with integrity and credibility.
* Analysis, decision-making, and problem-solving skills sufficient to evaluate current policy, operational, and budget challenges and to recommend and implement appropriate solutions.
* Interculturally competent communication and conflict resolution skills, and the ability to create and support a community culture of inclusion across human commonality and difference.
* Facilitation skills sufficient to guide teams and executive leaders in making difficult decisions in challenging circumstances.

Preferred qualifications

* Knowledge of human resources sufficient to oversee all human resource activities at the court, including talent management, compensation and employee benefits, training and development, compliance, and workplace safety.
* Accounting skills, including extensive knowledge of Generally Accepted Accounting Practices (GAAP), to direct the daily operation of the court’s accounting system, ensuring appropriate levels of controls are established and maintained.
* Information technology and application capabilities sufficient to identify opportunities for process redesign and improvement; ability to evaluate recommendations and services provided by IT vendors; and make recommendations for needed changes.
* Knowledge of the legislative process, including the ability to identify statutory or rule-based barriers to productivity and cost-effectiveness, and to propose legislative solutions.
* Experience working in court systems.

OAH is the largest of three Executive Branch Courts with over sixty full-time equivalents located in St. Paul and Duluth. OAH, with 30 judges, is comparable in size to the Ramsey County District Court with 32 judges.

OAH has exclusive, trial-level jurisdiction over 200 unique areas of administrative law and workers’ compensation. This means the decisions of OAH are appealable to higher-level appellate courts (Minnesota Court of Appeals, Minnesota Supreme Court, and Minnesota Workers’ Compensation Court of Appeals) and not at trial-level district courts.
