Since the Senate introduced a version of Biden’s spending proposal to send money to Ukraine, Israel, and the Indo-Pacific, Heritage Action has outlined serious concerns with each portion of the bill. One of the primary concerns being that each portion should be considered on its own merits and not tied together into one massive bill.
In the wake of Iran’s direct attack on Israel last weekend, pressure mounted to give aid to Israel, our strongest ally in that region. But instead of passing stand alone aid for Israel, the House passed a Rule – the procedural vote that brings a bill to the floor for debate – that plays a shell game with the American people. It would allow the House to vote on aid for Ukraine, the Indo-Pacific, Israel, the TikTok divestment bill, and several other issues individually – and then will combine them into one bill after each has passed the House separately.
This Rule fundamentally changes the policy questions it claims to consider. The vote on and structure of the Rule is not simply a procedural step for beginning debate, rather, it is intended to ensure votes on the individual bills do not jeopardize a predetermined policy outcome.
This Rule would send to the Senate essentially the same foreign aid package that conservatives have opposed from the beginning. It combines unaccountable, unpopular additional aid to Ukraine with strategic, emergency aid for our ally Israel to respond to an unforeseen terrorist attack. For this reason, Heritage Action issued a Key Vote in opposition to the Rule.
