An amicus brief from the Pacific Research Institute notes that, in all eras, vagrants have experienced pressures from circumstances. (As have most criminals.) So, is any punishment disproportional for behavior an individual cannot control? What about a “compulsive” desire for child pornography? Beware, the PRI brief says, of “simplistic dichotomies between voluntary and involuntary conduct or avoidable and unavoidable choices.”

Prop 1 promises more of the same for California's homeless

Leading up to the March 5 primary, Gov. Gavin Newsom appealed to voters by insisting that Proposition 1 is a just reward for veterans, who “have given everything for our freedom often at extraordinary cost to themselves.” It’s not an unpersuasive argument. It was, however, a cheap, emotional ploy.

Who is left to defend CA homelessness spending?

In fact, we now have proof that our assumptions and concerns are correct. The California State Auditor just released their latest report April 9, 2024 ([link removed]) revealing that homelessness funding is not being reported properly and the effectiveness of homelessness programs across the state are not being consistently evaluated. The report stated that various California cities are failing to “identify all revenues and expenditures related to homelessness efforts because the cities have not established a mechanism, such as a spending plan, to track and report their spending.”
