During my campaign for KSGOP chairman in late 2022 and early 2023, transparency was a cornerstone of my successful campaign platform. Since taking office, I've translated this commitment into concrete actions. The Kansas Republican Party is now incorporated and stronger than it has ever been.


Some further concrete steps taken include this very publication called the Friday File. This weekly party news and opinion email reaches nearly 30,000 Kansas Republicans weekly. My administration communicates with Kansas Republicans like never before and a weekly newsletter has since become very commonplace among Republican officeholders across Kansas who now communicate steadily with their constituents. The Friday File is a labor of love and it is such a high priority to me that I personally produce the Friday File and much of the content which takes 8-10 hours a week. I’m very proud of the Friday File.


When running for this position, I also heard much about severely lacking direct communication from the KSGOP which made folks feel disconnected and out of touch. To address this serious and legitimate concern, I immediately moved to hire Marty Bohannon to answer phones. We get rave reviews weekly about interactions with Marty and the KSGOP. Kansas Republicans are very pleased that we now ensure prompt responses to inquiries at the KSGOP.


I was never a fan of the optics associated with party election votes being conducted behind closed doors so, at our January 27, 2024, state party meeting I made sure the votes for national committeeman and committeewoman were openly counted for all attendees to witness, furthering our dedication to transparency and confidence in our elections.


When it comes to money, I do not joke around. I also always insist on transparency. When finances are being discussed or analyzed, there is no room for horsing around. To be clear, every cent collected and spent under my tenure since February 11, 2023 has been meticulously and fully accounted for and reported. Shortly after taking control of the party, it was brought to my attention that there were serious discrepancies in KSGOP’s past state financial reporting to Kansas Governmental Ethics. A thorough review of the KSGOP financials prior to my tenure was undertaken. This then led to the resolution of nearly $450,000 worth of irregularities and issues being rectified. Unfortunately, about $52,000 remains improperly accounted for still to this day. In a good faith effort to rectify this problem, I am working with the office of Kansas Governmental Ethics in an open and transparent dialogue. The result of those conversations has further led to an agreed-upon audit by Kansas Governmental Ethics which is now underway to address these discrepancies - and any other discrepancies that may be discovered. The results of this audit, when completed, will be shared via the Friday File, consistent with my commitment to full transparency.


Our party's integrity and transparency extend to our state party rules. At our September 30, 2023 meeting, our state committee passed , almost unanimously, rules governing the process by which the KSGOP elects delegates and alternate delegates to the RNC presidential nominating convention. The rules include a timeline for district and state committee meetings, the process and deadlines for self nominations, options for in person and on-line meetings and the option for party recognized presidential campaigns to request the consideration of a slate of delegates and alternates.

Looking ahead to the upcoming May 2024 meeting to elect state delegates and alternates for the RNC Presidential Nominating Convention, I received a letter from all four congressional district chairs and the National Committeeman and woman urging an in-person meeting. While I prefer and value the importance of in-person interaction, I recognize the logistical challenges of a large territory state like Kansas, and then add on that the month of May is typically full of potential scheduling conflicts like weddings, graduations and Memorial Day Weekend. We also must factor in rapidly rising fuel costs.


To gauge member preferences and to allow the maximum amount of input from interested parties, I've organized a poll to ensure the ultimate decision reflects the collective voice of our party.

Transparency in all things party and government related is paramount. As Kansas Republicans you should always know what your state party is accomplishing on your behalf, because the fact is, the truth always dies in darkness. And everyone knows sunshine is the best disinfectant and medicine.

It is common knowledge that temporary taxes and government programs always become permanent fixtures. This is a justified concern shared by the majority of Americans and Kansans.


While many such tax-fueled ideas are initially introduced with the promise of being short-term solutions to specific issues, they often linger indefinitely, becoming irrevocably intertwined in the system. This entwinement can occur due to various factors, including bureaucratic inertia, vested interests, and the challenge of reversing established policies.


Temporary taxes or programs may initially serve legitimate needs or address pressing issues. However, once implemented, they typically develop constituencies that benefit from their existence. These now-vested interests often exert pressure to maintain the status quo at a later date, making it difficult for policymakers to sunset or repeal them as originally intended.


Government agencies become reliant on the revenue generated by temporary taxes or the funding allocated to temporary programs. This dependency then creates resistance to discontinuing these measures, even when their original purpose has been fulfilled or circumstances have changed.


The labeling of a tax or program as "temporary" can also be misleading, as it may not accurately reflect the true intentions of policymakers. Some measures are designed with sunset clauses or expiration dates, but these deadlines are frequently extended or simply ignored, effectively rendering the measures permanent.


To address this issue, policymakers must prioritize transparency and accountability in governance. Clear communication about the intended duration (called sunsets) and purpose of taxes and programs is essential. Additionally, robust mechanisms for periodic review and evaluation can help ensure that temporary measures do not become permanent fixtures unnecessarily.


Ultimately, the challenge lies in balancing the need for flexibility and responsiveness in governance with the imperative to uphold accountability and fiscal responsibility.


And when the choice arises to increase or cut property taxes, lawmakers should always consider the taxpayer first and always cut taxes.

Announcement

United States Representative Jake LaTurner made a surprising announcement on Thursday, April 18, 2024, revealing he would not seek reelection in the 2nd Congressional District this fall.


He did pledge to fulfill his current term. LaTurner stated that, after careful reflection and prayer, he had decided against pursuing a third term in Congress. He also dismissed the possibility of running for governor or any oyher state positions

in the 2026 elections, emphasizing his desire to explore new opportunities and prioritize spending time with his family.


Acknowledging the demanding nature of his role and the toll it has taken on his family life, LaTurner expressed his intention to be more present for his wife and four young children during this irreplaceable phase of their lives.


LaTurner's political journey has seen him serve in various capacities, including as a member of the Kansas Senate representing District 13 and as state treasurer, a position he held until his transition to Congress in January 2021. Notably, he became the youngest state treasurer at the age of 29.


His entry into Congress came in 2020, defeating Republican incumbent Steve Watkins in the primary and subsequently triumphing over then-Topeka Mayor Michelle De La Isla.

Despite his decision not to seek reelection in 2024 or pursue state elections in 2026, LaTurner expressed hope that he could continue advocating for issues close to his heart in the future, drawing on new experiences and perspectives.


Closing with gratitude for the support he has received from the people of Kansas, his staff, friends, family, and his faith, LaTurner affirmed his commitment to serving out his remaining term with confidence as he looks ahead to the future.


The KSGOP wishes Congressman LaTurner much success and happiness in the future.


LaTurner’s announcement set off a cascade of possible candidates who are considering the opportunity and shopping their names around. There are political opinion polls currently underway measuring interest and name ID and the phone calls have been many.


It is imperative Kansas Republicans maintain control of this congressional seat. As such, please join me in committing to fully supporting the KS CD-2 Republican nominee.

Kansas Presidential Delegate Selection Process Explained


The process by which the Republican Party elects leaders, both within the party frame work and to represent our state on a national level is one established by rules.


Last year the state committee, at our meeting on September 30th in Paola, passed a rule that now governs the KSGOP’s process of electing Delegates and Alternates who will represent Kansas at the Republican National Convention in Milwaukee, WI July 14-19.


The Republican National Committee established rules prior to the beginning of the 2024 Presidential cycle that determines the number of delegates and alternates. If states do not follow the rules and deadlines established by the RNC, it is possible to be penalized and lose overall total delegates. As the KSGOP’s rules were submitted to the RNC per their rules and approved by the RNC, Kansas was awarded the maximum number of delegates and alternates available to our State Party.


Kansas has a total of 39 delegates and 36 alternates for the Convention. Three of the delegates are automatically awarded to the State Chair, National Committeewoman, and National Committeeman per RNC rules. These 3 delegates cannot be replaced by an alternate if they are not present on the floor of the convention. The remaining 36 delegates and alternates are divided equally between the four Congressional Districts.

Each of the 4 Districts are currently holding district meetings to elect 3 District Delegates and 3 District Alternates. After the 4 Districts have completed their meetings, the KSGOP State Committee members will meet to elect an additional 6 At-large Delegates and 6 At-large Alternates per District. At the conclusion of the State Meeting there will be a total of 9 Delegates and 9 Alternates from each Congressional District (totaling 36 each) to represent Kansas at the RNC Convention.


Even though there are District and At-large delegates and alternates, once elected there is no distinction or difference made between the type of delegate or alternate. The only differences between delegates and alternates at the convention will be their seat assignment within the FiServ Forum during convention proceedings and the ability to cast a vote. All activities the KSGOP plans to participate in while in Milwaukee will include all delegates, alternates, and guests.


Included in the approved rules submitted by the KSGOP to the RNC, is the option for any recognized Republican presidential campaign to request the opportunity to present their slate of delegates and alternates at the Congressional District meetings and the State Committee meeting. The ability to present the slate in total for a simple yes/no vote must be approved by a majority of the following: KSGOP Chair and Vice Chair, District Chair and Vice Chair, National Committeeman and National Committeewoman for each district.


The Donald J. Trump Presidential Campaign has requested the opportunity to present slates to District meetings for district positions and the State Committee meeting for the at-large positions.

Sharice Davids Votes Against Protecting Your Family


Sharice Davids, KS CD-3, twice voted “no” on the impeachment of failed Homeland Security Secretary Alejandro Mayorkas.


Leading up to and following the first impeachment vote, House Speaker Mike Johnson declined to vote on a bill sent by the U.S. Senate for military aid to Ukraine, citing the absence of provisions for U.S. border security. The political maneuvering forced a bright light on the importance of the U.S./Mexico border and drew criticism from Democratic representative Davids, who accused politicians of playing games.


With Republicans eyeing the upcoming elections, the focus on border issues will intensify. A decrease in illegal crossings this January has been noted due to Texas Governor Abbott blocking the border in that state with the help of many other states from across the Union. Assistance of Kansas National Guard on this important matter did not come from Kansas as ultra-liberal and divisive Kansas Governor Laura Kelly ignored the majority of Kansans and sat silent taking no action whatsoever.


The impeachment, based on allegations of incompetence, passed narrowly. Senate support for conviction remains uncertain but Kansans encourage their U.S. Senators to support the impeachment of Mayorkas.


Border security consistently ranks high on the overall concerns of Kansans and Americans. U.S. Border Security must be a priority shown by our elected officials to maintain the support of Kansas Republicans.


In Kansas' 3rd Congressional District, immigration and border security are of critical importance and related issues resonate across political divides. As the campaign unfolds, the border debate will intersect with broader political narratives, shaping the electoral landscape in Kansas CD-3 and beyond.
