Broken promise
ARE WE ASKING TOO MUCH? BROKEN PROMISE
President Biden said he was going to dismantle the policies that gave us the most secure border in recent history. President Biden did as he said he would do. Senate Majority Leader Chuck Schumer said he was going to lead the Senate to set aside the articles of impeachment for DHS Secretary Mayorkas. He did as he said he would do. NumbersUSA disagrees with the Biden administration policies that are causing the worst border crisis in history. However, it is what this administration said it was going to do.

Broken promise
Speaker of the House of Representatives, Mike Johnson, said he would not pass Ukraine funding without attaching policies that secured the United States border, policies the House passed in May, 2023 with H.R. 2, the Secure the Border Act. Speaker Johnson did NOT do what he said he would do.

Are we asking too much of our elected officials to do what they openly promise they will do?

NumbersUSA and its members want sensible immigration now. Allowing illegal immigration to continue at a rate 3 times that allowed by law makes no sense! We should not be "disappointed". We shouldn't say we are "not surprised". We are righteously angry. We expect every President and every Member of Congress to uphold the Constitution and that includes the laws regarding immigration.

SENATE DROPS MAYORKAS TRIAL
In a much-anticipated and televised event this Tuesday, the House delivered its articles of impeachment against DHS Secretary Mayorkas. The next afternoon at 1 pm, a trial commenced, and despite efforts of Senate Republicans, it ended without serious consideration of the articles. Senator Schumer raised points of order on each article, deeming it unconstitutional to impeach Secretary Mayorkas on those grounds. Each point of order passed along party lines (with Sen. Murkowski voting "present" on the "dereliction of duty" article), effectively dismissing the impeachment altogether. While not unexpected, the actions of the Senate majority were certainly unprecedented. While Secretary Mayorkas will continue in his role, Congress still bears a responsibility to stop the Administration from its relentless border crisis.

SPEAKER JOHNSON DROPS THE BALL
For months, we've talked about the foreign aid and border supplemental the White House requested. For nearly as many months, Speaker Johnson committed to including "transformative" policy changes for the border. Since the Senate has been unwilling to take up and pass H.R. 2 into law, the best path forward for the legislation was to include it in one of the "must-pass" bills moving through Congress.

"Must-pass" is mostly a Washington term to refer to a bill with a high likelihood of passing, but generally includes appropriations, the National Defense Authorization Act (NDAA), and emergency spending measures. The House, just a few weeks ago, passed funding for the Department of Homeland Security (DHS) without any changes to immigration policy. This Ukraine/Taiwan/Israel supplemental could very well have been the last real chance before September to force the Senate to act on the border.

Then, early this week, the Speaker decided the border was out of consideration for the package.

To be clear, NumbersUSA has no position on any of the foreign aid, but we do demand that Congress use the power it has to stop the flagrant undermining of our immigration system. We also expect Congressional leaders to keep their word.

To add insult to injury, in an effort that can only serve to provide cover to Members of Congress who recognize their constituents expect them to use this funding measure to fix the border crisis, the House will be holding a vote on a bill that is effectively H.R. 2 without mandatory E-Verify. As that bill will not be attached to the foreign aid supplemental bill, even if it were to pass, it wouldn't be going anywhere in the Senate. It is nothing more than a fake vote.

NumbersUSA will not provide cover to the House while it takes a show vote instead of taking real action. Accordingly, this action will not be appearing in our Grade Cards.

Newsmax: "DHS Monitoring 617K Migrants With Criminal Records." ICE has knowingly released over 600,000 criminal aliens in the United States in defiance of their own claimed enforcement priorities of focusing their enforcement efforts on criminals.
USA Today: "'Finish the wall.' Why the southern border became a big issue for this New England state." This is a story detailing the rising concern among New Hampshire voters regarding the chaos at the border.
Fox News: "Haitian migrant, now a double homicide suspect, was allowed into US by Biden admin via controversial app." Yet another criminal alien story that begins with the Biden Administration rolling out the red carpet for criminal aliens that are barred from the United States by law.
The Maine Wire: "Illegal Immigrant Gang Facing Federal Charges After Five-Year Crime Spree Robbing Home Depot's Across New England and Beyond." File this one in the exponentially expanding "I'm more worried about criminals than crime rates" folder. This gang of illegal aliens went on a five-year crime spree with impunity even though both the Trump and Biden Administrations claimed to have criminal aliens at the top of their enforcement priority list.

OHIO UPDATE - HB 327 HEARING

NumbersUSA had an expert witness (and former head of USCIS, which administers the E-Verify program) in Columbus to testify in the House Commerce and Labor Committee at the second hearing for an E-Verify bill that would require contractors and employers of 75+ to use E-Verify. You can watch the testimony here. Ohio is one of those states that currently has no E-Verify requirements at all, so this bill would be a first step in the right direction.

IOWA UPDATE - NEW RASMUSSEN POLL
Senate File 108 - a bill that requires all employers to use E-Verify - passed the state Senate (30-17) weeks ago, but the state House has resolutely refused to take it up and vote on it. Even as the session comes to an end, we commissioned a poll to emphasize just how certain voters are that they want E-Verify. The Republican crosstab found 89% in favor and only 2% opposed, which was the most overwhelming margin of support we've ever seen. Here's our press release.

GEORGIA UPDATE - FIGHTING FOR VETO OF SB 354
SB 354, which passed the legislature and is sitting on Governor Kemp's desk, would eliminate state occupational licenses for barbering and cosmetology. Unfortunately as a result, it will also eliminate the verification process that ensures that those who receive those licenses in Georgia are legal workers. The effect of the bill will be to open up jobs to illegal workers that they don't currently have access to.

The 1924 Immigration Act was eventually signed into law by President Coolidge. The immigration reductions made the great Migration of Southern Blacks possible, and helped America become a middle class nation. One of the bill's fiercest supporters, A. Philip Randolph, was born on April 15th in 1889. Randolph leveraged the tight labor market to increase Black American's economic and, ultimately, political power. Celebrate his 135th birthday, and the 100th anniversary of the bill passing the House, by lobbying Congress to reduce immigration once again.

SUSTAINABILITY (ROB HARDING)
RESIDENTS OF NORTH CAROLINA ARE OUTSPOKEN ABOUT WANTING LESS SPRAWL
When the city of Raleigh has earned the moniker 'Sprawleigh' because of unchecked urban sprawl, you know there's a problem. Our North Carolina voter poll suggests widespread support for limiting future sprawl in the state, including two-thirds of respondents who want less future immigration to slow down North Carolina's population growth.

Raleigh Planning Commissioner Reeves Peeler emphasized downsides of sprawl on X.

Sprawl is terrible North Carolina, It worsens commute times, makes for worse air, worse quality of life, more expenses for commuters, less potential green space and public lands and more. It's regressive in every way. We should be pulling out all the stops to end it.
