John, Since my first day as Governor, I’ve worked tirelessly to make Pennsylvania a place where everyone can thrive.
Earlier this year, I released my new budget proposal for Pennsylvania — and I wanted to take a moment to share some of the details with you. First, I’m proud to say that we’re continuing to invest in Pennsylvania’s students and teachers. In total, we’re delivering $1.1 billion in new funding this year for Pennsylvania public schools. In addition, I’ve proposed increasing special education funding by $50 million, and another $30 million increase in Pre-K programs. I’m also proposing $1.5 billion over the next five years to fix broken pipes, eliminate asbestos, and complete other repairs in schools across the Commonwealth — because our students deserve safe places to learn. I’m serious about Pennsylvania public education, and these investments will help ensure schools and students have the resources they need to succeed. I’ve also proposed critical programs that invest in economic development across PA. After all, Ohio invested seven times more in economic development than Pennsylvania last year, despite having a smaller population. It’s time to change that. My budget calls for investing $500 million in site development for businesses. So many businesses are ready to move, but the lack of large, shovel-ready sites in Pennsylvania is harming our Commonwealth’s odds of attracting these investments. With this investment, we’re taking action to create jobs and stimulate our economy. I’m also proposing $25 million for our new Main Street Matters initiative to support small businesses, downtowns, and Main Streets all across the Commonwealth. Local businesses are the backbone of our Commonwealth, and I’m proud to help uplift their communities in every way I can. Finally, I’ve called to invest in our Commonwealth’s infrastructure to ensure every Pennsylvanian can get around safely and efficiently. Last year, we repaired over 7,000 miles of PA roadways — and this year, I’m proposing $125 million to continue to keep our roads safe and well-maintained. But not every Pennsylvanian gets around exclusively by car. That’s why I’ve also proposed $1.5 billion over the next five years to public transit agencies across Pennsylvania — including a $161 million increase in SEPTA funding. John, here’s the best part: We can invest in all of this and more while still leaving $11 billion in the bank. We have an incredible opportunity this year to fully invest in the future of our Commonwealth — and make Pennsylvania a place where everyone can thrive.
