More than two years after Russia’s invasion of Ukraine, trends in the war seem discouraging. Ukraine’s supplies of manpower and munitions are diminishing, and there appear to be serious obstacles in Washington and Europe to continuing flows of large-scale assistance. Can Ukraine realistically aspire to driving Russian forces out of Ukraine? What might the implications of a long-term stalemate be? Is a negotiated settlement viable? What can and should Washington do under the circumstances?

George Beebe
George Beebe is Director of the Grand Strategy program at the Quincy Institute. He spent more than two decades in government as an intelligence analyst, diplomat, and policy advisor, including as director of the CIA’s Russia analysis and as a staff advisor on Russia matters to Vice President Cheney.
Samuel Charap
Samuel Charap is a senior political scientist at the RAND Corporation. His research interests include the foreign policies of Russia and the former Soviet states, European and Eurasian regional security, & U.S.-Russia deterrence, From Nov 2012 - April 2017, Charap was the senior fellow for Russia and Eurasia at the International Institute for Strategic Studies.
Liana Fix
Liana Fix is a fellow for Europe at the Council on Foreign Relations (CFR). She is a historian and political scientist, with expertise in German and European foreign and security policy, European security, Russia, and Eastern Europe. She is also the author of "A New German Power? Germany’s Role in European Russia Policy" (Palgrave Macmillan, 2021).
Kelley Beaucar Vlahos (Moderator)
Kelley Beaucar Vlahos is a senior advisor at the Quincy Institute and editorial director of its online magazine, Responsible Statecraft. Previously she served as executive editor managing editor, and longtime foreign policy/national security writer at the American Conservative magazine.
