Join Us in Our Fight Against Child Poverty

We want all our children to have the resources they need to thrive, whether that is with regards to health care, education, economic supports, or a safe home and community environment. Yet, poverty throws constant obstacles in the path of many of our children and their families in getting to that goal.

That is why we are asking for your support in our efforts to have the Illinois General Assembly pass a refundable state child tax credit this spring. A state child tax credit would not only bring greater economic security to families across the state but greater racial equity.


Illinois is not a poor state. According to the U.S. Bureau of Economic Analysis, Illinois ranked fifth in terms of state Gross Domestic Product in the United States in 2022. Illinois also had a child poverty rate of 15.7% in 2022. (or nearly 425,000 children). That means more than one in seven children living in our state risks being in a household where there is not enough money to pay the rent or put three solid meals on the table every day.


The Census Bureau numbers show Black and Latinx children are at far greater risk with the child poverty rate for Black Illinois children four times higher than that of white/non-Latinx Illinois children (36.1% vs 9.0%) and the child poverty rate for Latinx children (18.7%) at more than twice the rate for white/non-Latinx children.


Repeated studies have shown household poverty impacts a child’s brain development, physical health, and mental health. It also impacts a child’s ability to learn, which is stated clearly by our own State Board of Education on its website (https://www.isbe.net/Pages/Children-Living-in-Poverty.aspx):

Living in poverty can negatively impact the health and well-being of children and places children at greater risk of poor academic achievement and dropping out of school. Living in poverty also tends to limit children’s access to supports and resources within their homes, schools, and communities.

It has repeatedly been said and shown by others: Poverty is a policy choice. That became clear during the height of the pandemic in 2021 when the federal government enhanced the federal child tax credit. Combined with other COVID-19 relief measures, the United States cut its child poverty rate by nearly half. Yet, the enacted changes lasted for only one year. Now, a bill to increase the federal child tax credit again is stalled in the U.S. Senate.


Yet, states are not waiting on Congress. Fourteen states now have some form of a state child tax credit, and it is time for Illinois to join them. Illinois working families need economic relief to help pay the rent, buy groceries, meet transportation costs, and purchase other basic necessities. With their purchases, they are also helping local communities thrive with newly generated economic activity – activity that generates state sales tax revenue and potentially even income tax revenue.

Illinois needs a state child tax credit now. Legislators in the House and Senate have introduced bills to create one and the idea has wide support in the Illinois General Assembly. Twenty-eight of 59 Illinois State Senators have signed on to a bill in the Senate (SB 3329) and 38 of 118 Illinois House members have signed on to an identical bill in the House (HB 4917).


Children’s Advocates for Change is working to line up more support in the legislature and create more support for the idea among the general public. We’re heartened that the Governor included a proposal for a small credit for children under the age of three in his introduced budget for the next fiscal year. However, we’re working with others to create a more robust child tax credit serving more children.


Yet, our research on the credit's impact and advocacy does take time and resources. The General Assembly is heading towards a May 24th scheduled adjournment date.
