DEFENDING KANSAS SAVING AMERICA DONATE VOLUNTEER The Friday File A Weekly Publication Republicans Stand Fully Opposed to Legalized Marijuana, Medicaid Expansion Apparently the old adage of “nothing ever dies completely in Topeka” holds true. Two Kansas Senators have resurrected two distinct bills from a committee to be considered when they return to Topeka. One “Lazarus” bill, raised from the dead and resurrected by former Republican-turned-liberal-loon-Democrat, Dinah Sikes. This ultra-liberal mess of a Senator wants to try, again, to force Medicaid Expansion on Kansans against their will. This is a long-settled issue and KANSANS DO NOT WANT MEDICAID EXPANSION no matter how many times the progressive liberal loons drag it back up. Period. The other “Lazarus” bill is being brought forward is by conservative Republican Senator, Rob Olsen, of Olathe. This bad bill pushes for the legalization of medicinal marijuana. There are two problems with this; 1. Medicinal marijuana leads to recreational marijuana. It is demonstrable in state after state and our neighbor to the south, Oklahoma, has seen the very real downside of legalized marijuana and is now working to reel it back in. Wrecked lives, death, organized crime, gangs, child trafficking, prostitution, and myriad other bad things come with marijuana. All of these points make marijuana a “no-go” for the vast majority of Republicans. 2. The part of marijuana that is “medicinal” is called CBD. This extract can be purchased without the other parts of marijuana and CBD is already legal in Kansas. The marijuana ofntodayboant the same weed as we all knew about in the 1960’s-early 1990’s. It is MUCH more potent... And dangerous. The bottom line is this: there is no need for any legalization of marijuana in Kansas. The Kansas Republican Party calls on all Kansans to locate and contact their state legislators and tell them; No Medicaid Expansion. No Medicinal Marijuana. No Way. One Signature Away: Republicans Deliver Wins To the Governor’s Desk by Ty Masterson The November election is just six months away, and it is critically important that we preserve our Republican supermajorities in both the House and Senate. Due to the hard work of your Republican legislators who were willing to work together to get things done, we have many victories to celebrate and share with our constituents as we head into the summer and fall. Here is how Kansas will benefit if the following bills are signed, all which currently sit on the governor’s desk: Every Kansan will have more in their pocket if HB 2036 is signed, which simplifies our income tax structure into two brackets and lowers income, property, and sales taxes for every Kansan, while also completely repealing the state income tax on social security. The epidemic of organized retail crime will now be a felony in Kansas if HB 2144 is signed, which makes it easier for the Attorney General to prosecute perpetrators of organized retail theft, which threatens the livelihood of our business owners and the safety of our communities. DEI will be curtailed at our state public universities if HB 2105 is signed, which would prohibit postsecondary institutions from using it as a manner to evaluate students for admission or promote faculty, and they’ll have to publicly report on the use of DEI on their campuses. The culture of life will be enhanced in Kansas if HB 2465 is signed, which would expand the adoption tax credit and allow prospective parents to open savings accounts to help pay for adoption. It would also create tax credits for contributions to our pregnancy resource centers, which are doing important work to help moms all across our state. Minors in Kansas will be protected from the harm of easy access to pornography if SB 394 is signed, which requires websites with substantial amounts of pornographic material to use age-verification technology to ensure those accessing the site are adults. Minors in Kansas will only be helped, not harmed, by doctors in Kansas if SB 233 is signed, which would prohibit transgender surgery, puberty blockers, and other gender transition drugs from being used on children under 18. The green new deal will have a bad day in Kansas if HB 2446 is signed, which would prohibit local governments in Kansas from following the path of left-wing states by adopting bans on plastic bags and containers. Chinese-produced drones would be off limits for purchase by government agencies in Kansas if Sub Bill for SB 271 is signed, which would prohibit such agencies from purchasing or acquiring drones whose critical components were produced in a country of concern, or whose critical components were produced or owned by a foreign principal. Governor Abbott will have additional resources to control the border if the budget is signed, which contains funding to allow our state assist Texas in its fight to stem the flow of illegal immigration, which has profound negative consequences on Kansas. The list of victories goes on and on, and the credit goes to our Republican senators and representatives who played a role in getting this critical work done on behalf of the people we represent. It’s important to note that because some Republicans aided and abetted the governor’s re-election by failing to unite behind our nominee, we must obtain 27 votes in the Senate and 84 votes in the House to override the governor in the likely event she vetoes some or all of these bills. However, as we have repeatedly done the last three sessions, your Republican legislators stand ready to act and work to override any veto when we return in two weeks to finish our work. It is an honor to serve as your Senate President. Republicans Need Not Apply? On April 9th, in a blatant display of political hypocrisy, the Leavenworth City Commission voted against Mayor Griff Martin’s nomination for the appointment of Gerard Overbey to the Leavenworth Library Board of Trustees. Although the city commission is “non-partisan,” the vote was 2-3 along party lines. Mayor Griff Martin, and Commissioner Edd Hingula, both registered Republicans, voted in favor. Commissioners Nancy Bauder (Independent), Holly Pittman, and Jermaine Wilson, registered Democrats, voted against the nomination. The reason? According to Commissioner Jermaine Wilson, they do not want the library board to become “politicized.” Overbey happens to be the Chairman of the Leavenworth County Republican Party. Mike Griswold, the outspoken Chairman of the Leavenworth County Democratic Party, currently serves as a trustee on the Leavenworth Library Board. An appointment to the library board is not typically viewed as a political or partisan appointment. Citizens nominated by the mayor are generally approved without exception. However, Overbey, a past candidate for city commissioner, and opponent of Bauder and Pittman, was seen as a threat to their power and influence around the city. The library board can levy property taxes to maintain, operate, resource, and support library policies. Tuesday’s vote was an obvious attempt to prevent conservatives from having a voice and to protect the ability of Leavenworth Democrats, through the library board, to raise property taxes without being accountable to the voters (as they have done in the past). Overbey, who has a Masters Degree in Information Management, accepted the Mayor’s nomination, viewing it as an honorable way to serve the community. To their shame, the commission opted to leave the position vacant rather than appoint someone whom they perceived as a potential threat to the unelected power of the board. It is time for the Leavenworth City Commission to go back to the books, do some more studying, and rethink their very biased position on this issue. They would do well to remember the shoe can quickly go on the foot. The Kansas Republican Party calls for Overbey to be expeditiously appointed to the Leavenworth City Library Board. Trump Kansas Presidential Delegate Selection Process Explained The process by which the Republican Party elects leaders, both within the party frame work and to represent our state on a national level is one established by rules. Last year the state committee, at our meeting on September 3oth in Paola, passed rules that now govern the KSGOP’s process of electing Delegates and Alternates who will represent Kansas at the Republican National Convention in Milwaukee, WI July 14-19. The Republican National Committee established rules prior to the beginning of the 2024 Presidential cycle that determines the number of delegates and alternates. If states do not follow the rules and deadlines established by the RNC, it is possible to be penalized and lose delegates. As the KSGOP’s rules were submitted to the RNC per their rules and approved by the RNC, Kansas was awarded the maximum number of delegates and alternates available to our State Party. Kansas has a total of 39 delegates and 36 alternates for the Convention. Three of the delegates are automatically awarded to the State Chair, National Committeewoman, and National Committeeman per RNC rules. These 3 delegates cannot be replaced by an alternate if they are not present on the floor of the convention. The remaining 36 delegates and alternates are divided equally between the four Congressional Districts. Each of the 4 Districts are currently holding district meetings to elect 3 District Delegates and 3 District Alternates. After the 4 Districts have completed their meetings, the KSGOP State Committee members will meet to elect an additional 6 At-large Delegates and 6 At-large Alternates per District. At the conclusion of the State Meeting there will be a total of 9 Delegates and 9 Alternates from each Congressional District (totaling 36 each) to represent Kansas at the RNC Convention. Even though there are District and At-large delegates and alternates, once they are elected, there is no distinction or difference made between the type of delegate or alternate. The only differences between delegates and alternates at the convention will be their seat assignment within the FiServ Forum during convention proceedings and the ability to cast a vote. All activities the KSGOP plans to participate in while in Milwaukee will include all delegates, alternates, and guests. Included in the approved rules submitted by the KSGOP to the RNC, is the option for any recognized Republican presidential campaign to request the opportunity to present their slate of delegates and alternates at the Congressional District meetings and the State Committee meeting. The ability to present the slate in total for a simple yes/no vote must be approved by a majority of the following: KSGOP Chair and Vice Chair, District Chair and Vice Chair, National Committeeman and National Committeewoman for each district. The Donald J. Trump Presidential Campaign has requested the opportunity to present slates to both District meetings for district positions and the State Committee meeting for the At-large positions. Sharice Davids Votes Against Protecting Your Family Sharice Davids, KS CD-3, twice voted “no” on the impeachment of failed Homeland Security Secretary Alejandro Mayorkas. Leading up to and following the first impeachment vote, House Speaker Mike Johnson declined to vote on a bill sent by the U.S. Senate for military aid to Ukraine, citing the absence of provisions for U.S. border security. The political maneuvering forced a bright light on the importance of the U.S./Mexico border and drew criticism from Democratic representative Davids, who accused politicians of playing games. With Republicans eyeing the upcoming elections, the focus on border issues will intensify. A decrease in illegal crossings this January has been noted due to Texas Governor Abbott blocking the border in that state with the help of many other states from across the Union. Assistance of Kansas National Guard on this important matter did not come from Kansas as ultra-liberal and divisive Kansas Governor Laura Kelly ignored the majority of Kansans and sat silent taking no action whatsoever. The impeachment, based on allegations of incompetence, passed narrowly. Senate support for conviction remains uncertain but Kansans encourage their U.S. Senators to support the impeachment of Mayorkas. Border security consistently ranks high on the overall concerns of Kansans and Americans. U.S. Border Security must be a priority shown by our elected officials to maintain the support of Kansas Republicans. In Kansas' 3rd Congressional District, immigration and border security are of critical importance and related issues resonate across political divides. As the campaign unfolds, the border debate will intersect with broader political narratives, shaping the electoral landscape in Kansas CD-3 and beyond. Republicans in CD-3 are encouraged to look into their current member of Congress’s voting record and discover for themselves that we have our very own Nancy Pelosi - right here in Kansas.
