Dear Friend,
This week, the House voted on legislation to reauthorize Section 702 of the Foreign Intelligence Surveillance Act (FISA).
This is a tool used by our intelligence agencies to surveil foreigners without a warrant, but it was found that the FBI conducted 3.4 million warrantless searches on Americans in 2021.
That’s over 9,000 warrantless searches a day.
In 2022, there were also 204,000 warrantless searches.
FISA was never meant to turn into Federal Investigators Surveilling Americans.
To help put a stop to this, I put my foot down and supported a bipartisan amendment requiring the FBI to get a warrant if they want to spy on U.S. citizens.
Unfortunately, President Biden and the deep state want to spy on you without a warrant, and our bipartisan amendment failed today in a tie. You can review how members of Congress voted here.
As a result, I voted against reauthorizing FISA, which you can view the final vote here.
While the swamp runs deep, I will continue to fight for the American people and our constitutional rights.
The Fourth Amendment is in the Constitution for a reason – it should not be circumvented.
Thanks again for starting off your weekend with us! We hope you enjoy this week’s edition of the Tiffany Telegram.
Sincerely,
Tom Tiffany
Member of Congress

Rewarding illegal immigration?
When you subsidize something, you tend to get more of it, right? That might help explain why New York City is drowning in illegal immigration – and local politicians there just made it even worse. That’s because the Big Apple has launched a new “pilot program” to dole out another $53 million in public cash to illegal aliens – or roughly $350 per alien per week – in the form of pre-paid debit cards. Even more astounding, a spokesman for the city described the handouts as “exciting” and “cost saving.” Rewarding illegal immigration isn’t just stupid, it is dangerous – and it’s why I joined several of my colleagues this week pressing New York Mayor Eric Adams for more information about this program, and whether your federal tax dollars are being used to finance it. You can read more about this mind-boggling migrant-magnet program here, and see a copy of the letter we sent here.
Explore Act
You may remember a bill from previous Telegrams, called the EXPLORE Act. This bill is a bipartisan recreation package that will improve access to our public lands and national parks, as well as increase recreation opportunities for all Americans. It also reduces red tape and cuts bureaucracy for guides and outfitters seeking recreation permits to use our federal lands – making trails more accessible and improving visitor experiences. On Tuesday, we passed this bill out of the House on a voice vote, which goes to show just how much support it has. Whether it’s new whitewater rafting or horseback riding activities, many local small businesses and rural economies will see an economic boost from the streamlined permitting process. Regardless of whether you are a veteran, an individual with disabilities, an avid recreationist, or a family looking to take your kids to an iconic national park, this legislation will create more ways for everyone to enjoy our lands. After all, the American people are the rightful owners of our public lands and national parks, whether it’s a National Park out West, the Apostle Islands National Lakeshore, or the Chequamegon-Nicolet National Forest in our district, everyone has a right to enjoy our federal lands.
Tuesday’s telephone town hall
Thank you to everyone who attended my telephone town hall this week. We had a great discussion, and I appreciated all the questions. Some of the topics we discussed were the border crisis, removing the gray wolf from the Endangered Species Act, protecting America’s sovereignty against the World Health Organization, and President Biden’s EV scam. Day in and day out the border crisis continues to get worse. That’s why 11 months ago, House Republicans passed H.R. 2, the Secure the Border Act. This legislation would end catch and release, restart construction of the border wall, increase the number of Border Patrol agents, and crack down on the Biden administration’s serial abuse of so-called “parole” authority – which is a portion of the bill I authored. Unfortunately, Senate Democrats have refused to pass H.R. 2 for nearly a year. If you missed this event, don’t worry, you can listen to a recording here. Additionally, if you would like to sign up for future town halls, please do so here.
I appreciate all who tuned in to my telephone town hall on Tuesday and participated in the surveys. Above are the results.
Recent Legislation
Equipping citizens to handle medical emergencies
In a life emergency where seconds matter, a properly trained responder could make all the difference. That’s why I cosponsored Rep. Glenn Grothman’s (WI-06) bill, Dillon’s Law, which encourages states to train citizens to carry and administer epinephrine, also known as “EpiPens,” for severe allergic reactions. Nearly 300,000 severe allergic reactions happen annually. This bill follows the tragic death of Wisconsinite Dillon Mueller in 2014 after anaphylaxis caused him to fall into a coma. Similar to how good Samaritan laws allow citizens to administer Narcan for fentanyl overdoses, they should also know how to safely administer life-saving medication to prevent anaphylaxis.
District Update
Service Academy Day
Thank you to everyone who came out to my Service Academy Day in Merrill this past weekend. We had a whopping 75 attendees including 23 students, representatives from all five service academies, and an ROTC representative. It was wonderful to see so many people interested in serving in our nation’s military. A special thank you to the academy representatives who came to help students navigate what can be an intimidating application process. The deadline to apply for my nomination to attend one of our nation’s service academies is Friday, September 27th at 5 PM. You can find more information about the application process here.
