Public Notice: PROPOSED DISCHARGE OF DREDGED OR FILL MATERIAL TO THE SNAKE RIVER

The Wyoming Department of Environmental Quality (WDEQ) has received a request from the U.S. Army Corps of Engineers (USACE), Walla Walla, Washington District for State certification of USACE Nationwide Permit #3, for the discharge of dredged or fill material to the Snake River near Jackson, Wyoming. The purpose of the project is to replace or remove existing deteriorated or overbuilt culverts from seven locations along the Snake River levee system from an area near Phelps Lake downstream to the State Highway 22 bridge. This segment of the Snake River is designated a Class 1 water where point source discharges are prohibited except for storm water and construction-related discharges. This certification will require meeting the provisions in Chapter 1, Section 7(b) of the WDEQ Water Quality Rules and Regulations, which allows these discharges under certain circumstances. Proposed activities include excavation and removal of existing culverts, installation of new culverts or HDPE pipe at select locations, plugging vacated culvert holes with concrete at select locations, removal or replacement of existing headwalls or headgates, and placement of backfill and rip-rap. To do this, approximately 1,418 cubic yards (CY) of levee material will be excavated followed by placement of 1,581 CY of earthen material for backfill and restoring levee contours along with 40 CY of imported rip-rap. No wetlands will be impacted.
