What’s happening? According to the National Diaper Bank Network’s (NDBN) Diaper Check 2023 Report, nearly half of U.S. families with young children report struggling with diaper need, a growing public health issue that leaves parents unable to afford enough diapers to keep their infant or child clean, dry, and healthy. [1] As a supporter of families and parents, you already know that diapers are critical to the health of infants and toddlers, as well as the economic and emotional health of families. Without enough diapers each day, infants and toddlers are at risk of skin infections, open sores, urinary tract infections and other conditions that may require medical attention. However, despite the obvious necessity, many families struggle to meet their diaper needs. Our babies and families deserve better!

The End Diaper Need Act would reduce diaper need for families across the country and change the lives of so many struggling to afford basic necessities by:

• Appropriating $200 million, each fiscal year from 2024-2027, to fund the expansion and scaling of programs addressing diaper need and improving the health and wellbeing of infants, toddlers, and families; and
• Defining diapers as “medically necessary,” so that families can purchase them through health savings accounts (HSAs) and health reimbursement accounts (HRAs). [2]

The struggle to purchase diapers creates an additional economic barrier for working families as most child care providers require parents to provide diapers. Of parents experiencing diaper need, one in four reported having to miss work or school because they did not have enough diapers to drop their child off at child care. Parents and families need infrastructural support to continue contributing to the workforce while also caring for their children.

Family friendly policies are good for business, families, and the economy. The End Diaper Need Act of 2023 will help to alleviate the burden of diaper need for children and families across the country.
