SB3125 SD2 ([link removed]) : RELATING TO MEDICAL CARE FOR MINORS.
Authorizes minors who are 14 years of age or older to consent to medical care for sexually transmitted infections, pregnancy, and family planning services, including the prevention of sexually transmitted infections. Requires confidentiality policies and practices for insurers and providers. Effective 1/1/2025.

SB2487 SD1 ([link removed]) : RELATING TO MARIJUANA.
Changes the minimum amount of marijuana necessary for a person to commit the offense of promoting a detrimental drug in the second degree from one ounce to thirty grams. Increases the amount of marijuana a person may have for the offense of promoting a detrimental drug in the third degree to be a violation from three grams or less of marijuana to fifteen grams or less.

SB2333 ([link removed]) : RELATING TO ELECTION AUDITS.
Allows the Chief Election Officer to use accurate copies of paper ballots, rather than the originals, when conducting a precinct audit of an electronic voting system's tally.

SB2522 SD1 ([link removed]) : RELATING TO EXPUNGEMENT.
Allows persons convicted of certain criminal violations to apply to the court for an expungement order under certain circumstances.

SB2845 SD2 ([link removed]) : RELATING TO FIREARMS.
Prohibits a person from selling ammunition to a person under the age of twenty-one. Prohibits a person under the age of twenty-one from owning, possessing, or controlling ammunition, with exceptions.

SB3207 SD2 ([link removed]) : RELATING TO EDUCATION.
Removes the salary cap of Superintendent of Education. Makes permanent the annual performance evaluation requirements for the Superintendent of Education.

SB2640 SD2 ([link removed]) : RELATING TO THE HAWAIIAN HOMES COMMISSION ACT.
Amends the Hawaiian Homes Commission Act to authorize the Department of Hawaiian Home Lands to provide cash awards to beneficiaries on the waitlist in lieu of a lease. Requires the Department of Hawaiian Home Lands to remove those beneficiaries from the waitlist. Specifies that beneficiaries who accept a cash reward shall lose their right to return to the waitlist, but remain entitled to other rights provided by the Hawaiian Homes Commission Act. Takes effect on either the date of the Secretary of the Interior's notification that congressional approval of this Act is unnecessary, or on the date of consent by the United States congress.

SB2245 SD1 ([link removed]) : RELATING TO THE CHILD PROTECTIVE ACT.
Adds a definition for "exigent circumstances" and amends the definition of "imminent harm" under the Child Protective Act. Authorizes the child's family to consent to protective custody or temporary foster custody of a child. Clarifies the circumstances when police officers shall assume protective custody of a child and when the Department of Human Services shall assume temporary foster custody of a child. Authorizes the Department of Human Services to file a petition and seek an ex parte motion for protective custody if there is reasonable cause to believe that a child is subject to imminent harm. Takes effect 7/1/2025.
HAWAII YOUNG REPUBLICANS

The Republican Caucus had the opportunity to meet with the Hawaii Young Republicans, fostering dialogue and collaboration between established and emerging leaders. The exchange of ideas and perspectives during the meeting was enriching and insightful for both groups. This engagement demonstrates a commitment to nurturing the next generation of Republican leaders in Hawaii.
WLC'S 25TH ANNUAL EASTER BASKET DRIVE

The Women’s Legislative Caucus (WLC) from both the House and the Senate hosted and celebrated their 25th Annual Easter Basket Drive. Together, they rallied to assemble over 100 Easter baskets that went to support women’s non-profit organizations including Mohala Mai Women’s Prison Project, Parents and Children Together, Domestic Violence Action Center, Salvation Army Hawaii, and Institute for Human Services.
REPRESENTATIVE WARD TALKS WITH LEADERS OF PACIFIC ISLAND NATIONS
Representative Ward recently held a meeting with leaders of Pacific Island nations and US military members with the goal of bolstering trust and bettering conditions in the Pacific community. With specific emphasis on the Marshall Islands, Rep. Ward has been working with community leaders and experts on ways to improve health, education, and infrastructure in this archipelago of strategic importance.
CAPITOL TALK & TOUR

Representative Matsumoto had a fantastic turnout at her Capitol Talk & Tour! A heartfelt thank you to all who joined in. Special appreciation to Lieutenant Governor Silvia Luke and Governor Josh Green’s office for opening up their office. Representative Matsumoto gave a tour through the Hawaii State Capitol, shared brief history, had meaningful discussions, and heard the public's thoughts on the 2024 Legislative Session.
KINGDOM LIVING STUDENTS AT CAPITOL
Representative Pierick invited the Kingdom Living students to the Capitol. He took them on a tour of the building and hosted them in his office to talk and worship together.
DEVELOPMENTAL DISABILITIES AWARENESS DAY
Representative Matsumoto joined forces with the State Council on Developmental Disabilities & Alzheimer’s Association for the 2nd annual Hawaii Advocacy Day! This year’s theme, “A World of Possibilities,” resonates deeply as we strive for awareness and support for those affected by Alzheimer's. Representative Matsumoto enjoyed meeting and connecting with a group of her constituents to discuss issues and concerns during this legislative session. For some of them it was their first time being able to participate in the legislative process and attend the Hawaii State Capitol.
FINDING FRIENDS IN COMMITTEE HEARINGS AT THE CAPITOL
Representative Pierick had the opportunity to re-connect with Pastor Alan, former Governor Linda Lingle, and Honolulu Prosecutor Steven Alm at the Capitol. They were fighting against bad legislation, Senate Bill 3335, and for a better Hawaii.
EDUCATION DAY

Representative Matsumoto was thrilled to see the creativity and talent of Hawaii State Department of Education students. Their exhibits showcased their passion and dedication. This experience reaffirmed the transformative power of education in shaping the future leaders of tomorrow.
COMING TOGETHER TO MAKE KALAMA VALLEY STREETS SAFER
This week Representative Gene Ward organized a meeting with the community of Kalama Valley, DTS Director Roger Morton, Senate Transportation Chair Chris Lee, and City Council Chair Tommy Waters to discuss locations in Kalama Valley where pedestrians currently face great danger from speeding vehicles and the lack of crosswalks. In a follow-up to his August townhall on the same subject, this meeting was a great brainstorming session that will lead to an analysis of the ideas posed by DTS. Representative Ward’s hopeful action will be taken soon to protect students, dogwalkers and runners.
HONORING CHRISTIAN HOMESCHOOLERS OF HAWAII
Recognizing their commitment to promoting parent-directed homeschooling, Christian Homeschoolers of Hawaii are acknowledged for their diligent organization of activities and their role in fostering collaboration within the homeschooling community. Celebrating their efforts on behalf of Representative Garcia's legislative aide Hunter Harris who acknowledged the board-members of Christian Homeschoolers of Hawaii, which includes Michael Higashi, Maile Higashi, Dan Mather, June Mather, and Melissa Scott. Special recognition is extended to Peter Scott, Rodney, and Dawn Mendiola for their contributions.
MAYOR'S TOWN HALL
Representative Alcos is currently advocating for various properties in the Kalaeloa area of District 41 to be turned over from the Department of the Navy back to the City and County of Honolulu. One of the properties is in discussion to designate a portion for a motorsports public track which will hopefully bring back hobbies enjoyed at the Hawaii Raceway Park back in the 1970's and 1980's. The positive aspects of having this venue available to the public like this is the opportunity for our keiki and young adults to develop STEM (science, technology, engineering, and mathematics) skills which can be used as a gateway towards prosperous careers. We are counting on Representative Alcos' persistence to make this hope a reality.
MILILANI COMPLEX CHORAL FESTIVAL
Representative Matsumoto had a blast at the Mililani Complex Choral Festival, where students from seven different schools showcased their musical talents. It's amazing to see such talent in our community and to be part of a place that values the arts.
HONORING CAMPBELL-KAPOLEI (CK) COMPLEX AREA SCHOOL SUPPORT STAFF
Representative Garcia was pleased to present "The Campbell-Kapolei (CK) Complex Area School Support Staff" with certificates of recognition after they were named HIDOE’s 2022 Team of the Year. The CK Support Team has been proactive in finding grant funding for schools and secured $4 to $5 million in grants for STEM, health occupations, and literacy for Campbell-Kapolei schools. Congratulations to our teachers and support staff for their well-earned recognition!
CONNECTING WITH FAMILY SERVICES OF OAHU (FSO)
Representative Pierick visited Family Services of Oahu (FSO) and spent time touring the Services of Oahu Developmental Disabilities Care Center. He enjoyed the songs the participants performed for him. Members were also able to visit Representative Pierick at the Capitol and take a tour together. This organization helps those with disabilities live full and engaged lives. Mahalo for everything they are doing for our community.
ASSISTANT PRINCIPAL JEFF HORSTMAN AWARD CEREMONY
This week marks National Assistant Principals Week, and it couldn’t have come at a better time. Representative Matsumoto had the privilege of attending the Award Ceremony at Mililani Middle School for Assistant Principal Jeff Horstman, who was honored as the recipient of the prestigious “Hawai‘i’s 2024 Assistant Principal of the Year” by the Hawai‘i Association of Secondary Schools Administrators. Mr. Horstman is also one of three top finalists for the “2024 State Assistant Principals of the Year” award by the National Association of Secondary School Principals and will be representing at the National Conference in Washington, DC.
HONORING L KINCAID 'MANA' OLAYAN'S DEDICATION TO FAITH AND COMMUNITY
Representative Garcia honored L Kincaid "Mana" Olayan for his dedication to faith and community, recognizing his transformative journey and leadership in the "God Forgives Bad Boys and Bad Girls" ministry. L Kincaid "Mana" Olayan has demonstrated steadfast commitment to faith and community, inspiring others through his journey from adversity to service. His leadership in the "God Forgives Bad Boys and Bad Girls" ministry, along with his dedication to crime prevention, has significantly contributed to creating a safer and more compassionate community. As we celebrate his ordination, let us extend our support and encouragement for his continued service in fulfilling God's calling.
PACIFIC EGG & POULTRY ASSOCIATION PRESENTATION
Representative Matsumoto had the privilege of being a guest speaker at the Pacific Egg and Poultry Association. This event has a special place in her heart because of her family’s egg farm. She expresses heartfelt gratitude towards the egg and poultry farmers across Hawaii.
REPRESENTATIVE GARCIA SPEAKS AT H.O.P.E AWARENESS EVENT
Representative Garcia was honored to speak at the H.O.P.E Awareness event, which showcased the nation's united effort to join the #dontmesswithourkids movement through prayer, fasting, and support for their families. DMWOK (Don't Mess With Our Kids) stands as a beacon of dedication, committed to preserving the innocence of children and shielding them from the distressing realities of sex trafficking, inappropriate indoctrination, and exposure to explicit material in schools.
