Update on Construction Washroom Regulation Timeline
WorksafeBC
As you may know, WorkSafeBC held a virtual public hearing in January to discuss proposed changes to Part 20 — Washroom Facilities on Construction Sites. This proposal would amend the Regulation to require the provision of flush toilets on construction sites with 25 or more workers.
WorksafeBC's Board of Directors requested changes to the draft regulation, and these changes require further public and stakeholder consultation and feedback. As a result, the regulation will not be in effect on May 1, 2024.
A second public hearing will be held on July 24. CHBA BC will share information on how to participate and the new implementation date as soon as the details are available.

Certification Requirements Are Now in Effect for Concrete Pump Operators
BCCA
As of Jan. 1, 2024, no one may operate a concrete pump or placing boom at a workplace unless they hold a valid concrete pump operator certificate issued by a certification authority approved by WorkSafeBC.
If you are an employer and have not yet certified your crew, the equipment can be operated under the supervision of someone with a valid concrete pump operator certificate until the rest of your crew gets certified. Operator training must be specific to the class or type of concrete pump or placing boom being operated.
For operators requiring certification, we urge you to register in the CCPO portal, complete your written examination and pay for your practical exam as soon as possible.
In recognition of the time it will take for all operators covered by the requirement to be tested and become certified, B.C. Construction Safety Alliance (BCCSA) is modifying its process and will be issuing provisional certificates when an operator has completed both the following:
- Successfully completed the written exam
- Paid for and scheduled a practical proficiency assessment
WorkSafeBC will recognize these provisional certificates until July 1, 2024. After that date, provisional certificates will no longer be accepted.
While BCCSA is making every effort to complete practical assessments for all operators before the extension deadline of July 1, 2024, due to the large influx of applicants, a practical assessment is not guaranteed by July 1.

Housing Starts up, but Sales Down at Start of 2024
BIV
B.C. housing starts rebounded in February after a weak January. On a seasonally adjusted and annualized basis, starts rose to 44,437. This marks a 53.5% monthly increase and is slightly above the average of the last six months. Multi-family starts increased by 64.7% to 39,852 while single-family starts decreased by 3.7% to 4,585 units. Activity in B.C. drove the national gain of 15%.
Unfortunately, home sales fell in February. Seasonally adjusted MLS home sales declined 7.2% to 5,706 sales as buyer sentiment took a hit from more certainty on the timing of rate cuts. This followed a 7.4% gain in January as momentum in late 2023 flowed into the first month of the year.
