**MCBA's Capital Bond Transparency Recommendations**
On Friday, March 8, MCBA President and CEO Louis Darrouzet submitted an
official letter containing seven recommendations for transparency and
expenditure as a response to the city's proposed $1.25 billion Capital
Bond. The city council's proposal should deeply concern the business
community and all Dallas taxpayers, as it will place the city in an
unsustainable financial position for years to come. Read the MCBA letter

**Adopt-a-Block**
MCBA President Louis Darrouzet was in the Dallas Observer this month to
make the case for our new cleanup initiative, Adopt-a-Block
. Please take the time to read his article,
"Adopt-a-Block Wants to Make Dallas Sparkle"

he argues that disorder is contagious, and we must work together to
reverse it so that Dallas can become the most attractive city in
America.

**Our Community's Kids Deserve Better Schools**
Several North Texas school districts
have either announced campus closures or said they're considering them
because of low enrollment and budget shortfalls. Some people involved
lay the blame at the feet of none other than Texas Gov. Greg Abbott.
Most recently, Richardson Independent School District trustees approved
a plan called Project Rightsize on March 21 that will consolidate and
repurpose five elementary school campuses.
Under the plan, attendance boundaries of Greenwood Hills Elementary,
Springridge Elementary, Spring Valley Elementary and Thurgood Marshall
Elementary will be consolidated with neighboring elementary schools in
the 2024-2025 school year. The Dobie Pre-Kindergarten School will
cease operations in the following school year as well. The consolidation
plan should reduce operating costs by an estimated $10.8 million and
result in an estimated $10 million of one-time funds, according to the
district.

**MCBA Cares About Every Community in the Metro**
Dallas Water Utilities has begun work on the Cedar Crest Tunnel Project,
which includes the installation of an 84-inch diameter water
transmission pipeline under the Trinity River located between I-45 and
SH-310. The contractor, Southland Contracting Inc., began construction
activities in the area in February 2024 and is scheduled to complete the
project in summer 2025. The Cedar Crest pipeline is an essential water
transmission pipeline and component of the Dallas water system, and any
interruption of service is considered critical. Construction impacts to
residents, such as traffic lane closures, heavy equipment in
neighborhoods or water service interruption, is expected to be
minimal. Â
