Congresswoman Manning Secures $15.48 Million in Federal Funding for North Carolina's Sixth District

Congresswoman Manning secured $15.48 million for 15 community projects across North Carolina's Sixth District through a process known as Community Project Funding.

Community Project Funding was included in the Consolidated Appropriations Package of 2024, legislation to fund six appropriations bills for Fiscal Year 2024. 

"I’m proud to announce that this package makes a tremendous investment in North Carolina’s Sixth District, finalizing over $15 million in federal funding for 15 projects across the Triad, including in Guilford, Forsyth, Caswell, and Rockingham Counties. These investments will help create workforce development programs, expand affordable housing options, support local farmers, and more," said Congresswoman Manning.

Community Project Funding Highlights

City of Reidsville's Public Safety Radio System

This month, Congresswoman Manning joined leaders from the City of Reidsville to celebrate the $963,000 in Community Project Funding she secured for Reidsville to update its public safety radio equipment. 

Without funding, the City’s first responder radio equipment was in jeopardy of becoming inoperable by 2025. With this federal funding, Reidsville will be able to replace and upgrade its first responder radio system.

"The City of Reidsville is so grateful for the open lines of communication that Congresswoman Manning and her team have with the cities within her district. They reached out to us about funding opportunities and secured $963,000 towards the purchase of public safety radios for our Fire and Police Departments. Faced with a mandate to upgrade our radios by July 1, 2025, this Community Project Funding will help to ensure the safety of our City, our residents, and our public safety personnel," said Summer Woodard, City Manager of Reidsville.

At the meeting, City leaders also celebrated funding Reidsville received from the American Rescue Plan, which Congresswoman Manning and Democrats in Congress passed in 2021. Watch here

Boys & Girls Club of Eden Teen Center

Congresswoman Manning secured $500,000 for the Boys & Girls Club of Eden to build a new Teen Center.

Congresswoman Manning was happy to visit the Boys & Girls Club to talk about the importance of this designated space for teens in Eden and Rockingham County.


NC-06 Visits

Delivering Books to Local Head Start Class 

Congresswoman Manning delivered books from the Library of Congress’s (LOC) Surplus Book Program to Children and Families First Early Learning Center, a federally-funded Head Start center in Greensboro, and read books to a class of students.

Affordable Housing Roundtable 
Congresswoman Manning hosted a roundtable discussion with the North Carolina Housing Finance Agency and the Interfaith Affordable Housing Initiative to discuss actions to lower costs and improve affordable housing options.
The North Carolina Housing Finance Agency presented Congresswoman Manning with an award for her efforts in Congress to bring down housing costs, including for her support for the Affordable Housing Credit Improvement Act to expand and strengthen the Low-Income Housing Tax Credit.

Kernersville Novant Health Birthing Center 
Novant Health opened a new birthing center in Kernersville, expanding access to quality maternal health care in the Triad. Congresswoman Manning toured the new facility. 

"As a long-time advocate for expanding access to maternal health care, I was delighted to tour the facility and learn about the services they provide," said Congresswoman Kathy Manning.
The birthing center celebrated the arrival of its first baby this month!

Guilford Green's Annual Gala 
Congresswoman Manning attended and spoke at Guilford Green's annual gala. The Guilford Green Foundation and LGBTQ Center has been a resource for the LGBTQ+ community in Greensboro for over 25 years. 
Congresswoman Manning was proud to share her committment to celebrating, protecting, and uplifting the LGBTQ+ community.


Launch of Crossmax Purple Greensboro Bus Route 
Congresswoman Manning attended the launch of Crossmax Purple, Greensboro’s new crosstown bus route.

This new route allows riders to experience a “one-seat ride," where riders will no longer have to transfer at the Depot. Additionally, the Crossmax route cuts down wait times with buses arriving every 15 minutes.

News from Washington, DC

President Biden's State of the Union Address

On March 7th, President Biden gave his third State of the Union Address, where he laid out his agenda to lower costs, protect reproductive freedoms, support our democratic allies, and secure the Southern Border.

Congresswoman Manning wore pins at the State of the Union to show her support for sending emergency aid to Ukraine, to call for the safe return of the hostages being held in Gaza by Hamas terrorists, and to advocate for protecting women's reproductive freedoms. 

At the State of the Union, a North Carolinian, Steven Hadfield, was a guest of First Lady Dr. Jill Biden. Mr. Hadfield used to pay up to $400/month for insulin. Now, thanks to Democrats’ Inflation Reduction Act, he pays no more than $35/month for insulin. Congresswoman Manning was proud to vote for the Inflation Reduction Act to lower prescription drug costs for North Carolinians like Mr. Hadfield.

Legislative Highlights

Democratic Women's Caucus Executive Action Agenda

As Policy Co-Chair of the Democratic Women's Caucus (DWC), Congresswoman Manning announced the DWC's Executive Action Agenda, a plan for the Biden-Harris Administration to use the full power of the Executive Office to address issues that impact women.

“At this crucial moment, when women’s freedoms are under attack by Republican-controlled states across the country, it’s imperative that we address women’s health care issues as well as the social and economic challenges facing women in the United States. The Democratic Women’s Caucus Executive Action Agenda lays out a comprehensive plan for the Biden-Harris Administration and Congress to do just that,” said Congresswoman Manning.

This month, Congresswoman Manning also applauded President Biden's Executive Order to Advance Women’s Health Research and Innovation. 

Protecting Students on Campus Act

Congresswoman Manning, Co-Chair of the House Bipartisan Task Force for Combating Antisemitism, and Congresswoman Chavez-DeRemer introduced the bipartisan Protecting Students on Campus Act, legislation to empower students to file reports to the Department of Education's Office of Civil Rights if they experience antisemitic violence, harassment, or other unlawful discrimination on college campus due to their heritage or religion.

Government Funding Packages for Fiscal Year 2024

This month, Congresswoman Manning voted to pass two appropriations packages to fund the government for Fiscal Year 2024 (FY2024). These votes come after Congress voted on several temporary funding measures to keep the government open amidst Congressional Republicans' dysfunction and internal disagreement on funding bills. 

On March 6th, Congresswoman Manning voted for the first package of six appropriations bills. This package included $15.48 million in federal funding for 15 projects across North Carolina's Sixth District. Read more here.

On March 22nd, Congresswoman Manning voted for the second and final funding package for FY2024. Congresswoman Manning was proud to vote to pass this bipartisan package that will help lower costs for hardworking families, support early education and job training programs, bolster national security, and improve community safety.

Support for U.S. Democratic Allies 

In a speech on the House Floor, Congresswoman Manning called on Speaker Mike Johnson to bring forward an emergency supplemental package to send aid to U.S. democratic allies, Ukraine, Israel, and Taiwan.

City of High Point 

Mayor Cyril Jefferson and leaders from the City of High Point met up with Congresswoman Manning on the House Steps to talk about the City’s federal legislative priorities.

North Carolina Educators 
Congresswoman Manning met with a group of educators from North Carolina, including the Piedmont-Triad Region Teacher of the Year. She was happy to share her efforts in Congress as a member of the Education and the Workforce Committee to support teachers and advocate for equitable public education.

North Carolina Humanities helps connect North Carolinians with cultural experiences, offering programs and resources for schools and grant funding for organizations. Congresswoman Manning was glad to welcome representatives from North Carolina Humanities to her office.

North Carolina is the #1 producer of sweet potatoes in the country. 

Congresswoman Manning was glad to meet with farmers from across the state to share her commitment to supporting local agriculture and lowering costs for farmers and to hear about their priorities for the upcoming Farm Bill – a legislative package Congress passes every five years to support the agricultural industry.

Congresswoman Manning welcomed Deltas from North Carolina's Sixth District to her office as part of the 35th Annual Delta Days in Washington, DC. 

“I’m thankful for Delta Sigma Theta's continued advocacy for voting rights, civic engagement, public education, and reproductive freedoms,” said Congresswoman Manning.

Constituent Services Casework Highlight

Mr. Jaffery, an Afghan refugee, had been awaiting correspondence from the State Department regarding his Special Immigrant Visa (SIV) and interview at the U.S. Embassy in Doha, Qatar. While he and his pregnant wife were waiting for assistance, he began to receive threats from the Taliban. 

Mr. Jaffery reached out to Congresswoman Manning's office to help facilitate his SIV application. With assistance from Congresswoman Manning's Constituent Services Liaison, Mr. Jaffery and his family were able to travel from Afghanistan to Qatar, where their son was born, and are now safely relocated in the United States.

"We are deeply grateful for the warm welcome and support we have received since arriving in the United States. As Afghan refugees, finding safety and stability here means everything to us. Looking ahead, we are hopeful for the future, especially for our children, including our daughter, as we see opportunities for them to thrive, pursue their dreams, and build a better tomorrow," said Mr. Jaffary.
