HUD announced new waivers for CoC, ESG and HOPWA programs
Details on how to submit a waiver can be found here. Waivers can be used for some, or all of the following:
CoC:
- Waive Fair Market Rent (FMR) limits, move clients into housing that exceeds FMR
- Remove disability documentation requirement
- Use CoC funding for up to 6 months of delinquent utility and rental costs
- Remove requirement to meet with case manager monthly
- Remove Housing Quality Standards (HQS) Inspection requirements for initial and re-inspection of units
- Remove 1 year lease requirement
ESG:
- Remove eligibility re-evaluation requirements
- Remove requirement to meet with case manager monthly
- Waive Fair Market Rent (FMR) limits, move clients into housing that exceeds FMR
HOPWA:
- Remove requirements for income and HIV status documentation
- Waive Fair Market Rent (FMR) limits, move clients into housing that exceeds FMR
- Remove Housing Quality Standards (HQS) Inspection requirements for initial and re-inspection of units
- Remove space and security requirements, to allow quarantine as necessary
