SPOTLIGHT ON WOMEN'S HEALTH ADVOCATE: EVELYN DELGADO

In honor of Women's History Month, we proudly shine the spotlight on Evelyn
Delgado, President and CEO of Healthy Futures of Texas [3]. With unwavering
dedication, Evelyn tirelessly empowers Texas women and leads the charge in
advancing sexual health education statewide. Her remarkable contributions
were recently honored with the 2024 Founder’s Award at the Texas Care for
Children luncheon [4], where she was recognized as a 'Champion for Healthy
Moms and Babies.'

During her acceptance speech, Evelyn stressed the importance of collective
action in ensuring women's health. She emphasized access to preventive
care, medically accurate sexual health education for youth, and addressing
disparities in women’s health outcomes. As she aptly stated, "We know our
work is cut out for us, but we’re in this together. Let's celebrate our
achievements while remaining focused on shaping a brighter future for all
Texans."

* Are you a Texas clinician, educator, counselor, parent, or youth who is
passionate about sexual health? Please take a few minutes to fill out our
STAKEHOLDER VOICES SURVEY [5], which will help inform our future policy
work. We want to hear how Texas laws on issues like birth control access
and health education impact you or the young people you work with.
Respondents can choose to enter their email address for a chance to WIN A
$50 GIFT CARD.
* THE FIRST OVER-THE-COUNTER BIRTH CONTROL PILL, OPILL, HIT THE SHELVES
THIS MONTH! Opill will be available in drugstores without a prescription or
age restrictions. Learn more here [6].
* TEXAS TEENS STILL NEED PARENTAL CONSENT TO ACCESS BIRTH CONTROL AT TITLE
X CLINICS, following a ruling this month by the 5th Circuit Court of
Appeals. The 5th Circuit upheld the district court ruling that Texas law
requiring parent consent for birth control is not preempted by federal
Title X’s statute. You can learn more here [7].

FAST FACT FRIDAYS: TEXAS IS THE ONLY STATE NOT COVERING BIRTH CONTROL
IN CHIP

Did you know that the Children's Health Insurance Program provides health
coverage for youth up to the age of 19 whose families earn too much to
qualify for Medicaid? Almost 1,600 Texas teens enrolled in CHIP in 2018
were pregnant by the next year. The Texas teen birth rate rose in 2022 for
the first time in 15 years, making it more urgent than ever to close this
gap. This month, our Fast Fact Fridays covered alarming trends: birth
control, teen birth rates, and a decline in condom use. Make sure to follow
us @HFTEXAS to learn more.

THRIVE PROGRAM: EXPANDING HORIZONS BEYOND TEXAS! We're excited to share
that the Thrive program, which began in Texas, is now expanding its reach!
This inclusive, trauma-informed sex education initiative, designed for
teens and young adults in FOSTER CARE, was developed by the Texas Foster
Youth Health Initiative (TFYHI), with valuable input and support from
Healthy Futures. Now, Thrive is being piloted in Kansas, Colorado, and
Illinois to assess its effectiveness. The Texas Institute for Child &
Family Wellbeing has received a Tier 2 Rigorous Evaluation Grant
(2023–2028), to evaluate the interventions developed by the Initiative.
Our staff has been actively supporting the training team, assisting health
educators in implementing Thrive in these states. This expansion marks a
significant milestone, highlighting the meaningful impact of the program.
Stay tuned for further updates!
