New statewide contracts

New contract available for IT project management, quality assurance

DES has a new statewide contract 14822 for IT Project Management and IT Quality Assurance services.  

The contract includes Washington state small, veteran-owned, and diverse businesses:


* 49 small businesses, representing 41% of the total contract awards
* 19 OMWBE-certified businesses
* 4 certified veteran-owned

Contract changes

Dump bodies, snow plows, controls, services contract extended

DES is extending contract 01117 for dump bodies until April 30, 2026.

Contractor added to dental products, supplies contract

DES added Darby Dental LLC to contract 00920 for dental products and supplies in partnership with MMCAP Infuse. Darby Dental is now available statewide.

DES closes 2 categories in old ITPS contract

DES is closing two categories in the current two-tier ITPS contract 08215 [ [link removed] ]: category 4, Project Management and category 5, Quality Assurance.

As of April 1, these categories are included in the new IT Project Management 14822 statewide contract (see related story in new statewide contracts section).


* Starting April 1, purchasers will not be able to issue new work requests under categories 4 and 5 of the old contract.
* Any work orders that were issued before April 1 will be valid until completion of the term in the order. 
* We’ve notified all vendors registered in these categories.
* The new contract streamlined the procurement process, purchasers no longer need to complete a two-tier solicitation process.

Expiring HVAC parts contract may lead to purchasing gap

Contract 07815 for HVAC parts expires June 30. There will be a gap in contract coverage. We encourage purchasers to place orders before the expiration date.  

We are in the process of drafting the solicitation and we expect to award the contract in July.

Contract feedback

Help us develop trailers, various sizes statewide contract

DES is developing a new contract 00424 for trailers of various sizes and is looking for purchasers and subject matter experts to share their experience and feedback.

The solicitation is for the purchase of various sized trailers that include, but may not be limited to, utility, cargo, transport, refrigerated trailers that are fixed deck, tilt, goose neck, or tag along. The GVWR of these trailers range in classes 1-3 GVWR.

We are hosting a meeting for interested purchasers on April 9.

Other goods & services news

HB 1471 will improve efficiency, transparency of state goods and services contracts, purchases

Gov. Inslee signed House Bill 1471 [ [link removed] ] on March 18, a bill that was requested by the Department of Enterprise Services (DES). The bill improves the efficiency of emergency and convenience contracts and adds transparency to sole source contracts. It takes effect June 5.  

The primary changes to these contracts: 


* Agencies have 10 days – up from three – to file emergency contracts [ [link removed] ] with DES and to make the contracts available for public inspection. DES can approve additional reporting time based on extenuating circumstances. This gives agencies more time to attend to emergency situations and allows DES to make exceptions on a case-by-case basis.
* Convenience contracts [ [link removed] ] are an option for small groups of agencies that need a contract for the same thing when there are no statewide contracts that meet the need, if they seek DES approval. Individual agencies seeking to contract with multiple vendors at the same time no longer need DES approval.
* Sole source contracts [ [link removed] ] must be reported to DES and publicly posted 15 days before the effective date, up from 10 days. This gives small businesses more opportunity to see what agencies are buying, promoting competition and transparency. Agencies can no longer use a vendor’s location as the basis for a sole source contract, which will help ensure appropriate use of these contracts.
