Dear Friend, 

My name’s Eleanor Kennelly Gaetan, I’m NCOSE’s Vice President and Director of Public Policy.

I’ve worked for 25 years in the movement to end sexual exploitation. But 8 years ago, I noticed something that changed my approach decisively: I saw that

sexual exploitation had moved online.

Digital platforms almost always play a role in sex trafficking cases, child sexual exploitation, and image based sexual abuse.

Big Tech platforms host ads for sex trafficking. They give predators communication channels through which to access and groom vulnerable women and children. They facilitate the distribution of child sexual abuse material (CSAM, a.k.a. child pornography). The list goes on and on.

In this day and age, it is

impossible

to combat sexual exploitation without compelling Big Tech to join the fight.

This is why, together with the NCOSE Team, I work everyday to pass legislation that holds Big Tech accountable for the harms it facilitates. Congress must require this industry to implement serious safety standards—as is true for every other US industry!

We have seen incredible progress recently!

The REPORT Act

, which requires digital platforms to report child sex trafficking, grooming, and enticement to the National Center on Missing and Exploited Children, while giving Law Enforcement more information to track down sexually abused kids ,was unanimously approved by House Judiciary Committee this week!

The Kids Online Safety Act (KOSA)

, which creates a “duty of care,” requiring Big Tech to design apps and interactive digital platforms with child safety as a core concern, now has 67 bipartisan Senate cosponsors—a veto-proof majority!

The Children’s Device Protection Act

, which protects children from exposure to hardcore pornography (often used as a grooming tool by sex traffickers and predators), is now law in Utah!

These steps forward are encouraging. But we still have a lot of work to do.

So today, I want to personally ask you to join us in this fight.

Efforts to pass new legislation are not a sprint—they are a marathon. To be successful, we need to have a steady, ongoing source of funding we can count on.
