I am back in Harrisburg for the first of many session weeks ahead in March and April. Many of my committees met this week including Environmental Resources & Energy (ERE), Veterans Affairs & Emergency Preparedness (VAEP), and State Government where we discussed and voted on bills to reform campaign finance law, boost county recycling programs, support our veterans, and prevent harmful chemicals from entering our neighborhoods.
In ERE we held a public hearing on solar energy and economic development in Pennsylvania. We heard from key stakeholders working in and creating jobs in the solar energy field in our Commonwealth explain why PA should focus more on solar energy production.
In VAEP we reported out two resolutions to support veterans exposed to agent orange and recognizing Vietnam Veterans Memorial Day in Pennsylvania. In State Government we voted on HB 1472 Transparency Around Dark Money from Rep. Jared Solomon and Rep. Malcolm Kenyatta which would require tax-exempt non-profits and civic leagues to provide campaign finance reports that either endorse or denounce political candidates. We also approved a bill package from Rep. Frank Burns that would expand requirements for public works projects and private development that receives public funding to use American-made products like steel.
In the chamber, the House passed some good pieces of legislation including HB 1843 Sentencing Considerations for Child Victim Offenders from Rep. Donahue which would provide judges the discretion to depart from mandatory minimum sentencing when the crime is committed by a victim of human trafficking because of their trafficking. We also passed HB 1646 Protecting Vulnerable Individuals at Risk of Losing Their Homes from Rep. Pielli. This bill would establish the option for older adults and incapacitated individuals to designate an individual to receive notice when property taxes are delinquent, and the property is at risk of a sheriff sale.
