This week, Gov. Josh Shapiro announced plans for a “cap-and-invest” carbon-pricing program—a massive new tax

that would substantially raise costs for Pennsylvania businesses and households.
The program—called the Pennsylvania Climate Emissions Reduction Act (PACER)—would impose strict limits on emissions across all sectors and establish a cap-and-trade system. PACER would increase energy costs for all Pennsylvanians

But Shapiro didn’t stop there. He also introduced the proposed Pennsylvania Reliable Energy Sustainability Standard (PRESS)—a program to impose a big-government, central-planning initiative that picks energy winners and losers and would result in fewer energy options for consumers.
All this comes when Pennsylvanians are suffering due to high energy costs.
Shapiro’s radical energy proposals are unacceptable. We deserve cheaper energy that would help boost our economy. Shapiro ran for governor, promising to cut energy bills. But these new programs, combined with his administration’s attempt to unilaterally impose an energy tax through the Regional Greenhouse Gas Initiative, evidence the governor breaking yet another of his promises to Pennsylvanians.
