CHBA BC's Position on Calls for Prompt Payment Legislation

CHBA BC's new position paper demonstrates how recent calls for what is known as "Prompt Payment" legislation from within the construction industry would upend business systems within homebuilding.

It would force small- and medium-sized homebuilders to process invoices and make payments under unreasonable mandated timelines and processes. Mandated payment periods won't guarantee faster payments because that doesn’t reflect how homebuilders pay their invoices.

Contractors in the homebuilding industry deserve to be paid on time — their livelihoods, families and businesses depend on it, but Prompt Payment isn't the answer.

The brochure illustrates the disruption Prompt Payment legislation could have on B.C.'s homebuilding industry. The paper also introduces an alternative, fixing the current lien system.

Homebuilding in the ALR: What You Should Know

Since 2019 there have been several changes to the Agricultural Land Commission Act and its regulations regarding additional residences in the Agricultural Land Reserve and requirements to place fill for residences.

On Friday, March 8, CHBA BC hosted ALC representatives for a webinar to learn more about the rules around residences in the ALR, when an application or Notice of Intent is required, and how to navigate the process.

Residential Enclosure Retrofits: A Hands-On Experience (Nelson)

This new training course specifically focuses on the limitations and challenges contractors face when undertaking enclosure retrofits on existing homes. Contrary to new builds, retrofits come with many challenges from unknowns, including as-built products and materials, occupied conditions, phasing limitations, and existing structural configurations. These challenges must be met with creativity, adaptation, and a strong knowledge of best-practice retrofit solutions.

As part of the Kootenay Clean Energy Transition project, the Community Energy Association is offering a $100 subsidy for participants from the Regional Districts of Kootenay Boundary, Central Kootenay, and East Kootenay, and those joining from the Columbia Basin Trust Region.

The $100 subsidy, available only for enrollments for Nelson, is to be refunded post-class.

Peer Learning Network: Provincial Housing Legislation - Lower Mainland & Sunshine Coast

The Planning Institute of British Columbia’s Peer Learning Network is organizing an event in Vancouver where local governments, practitioners, and others can come together to learn, share emerging practices, and participate in facilitated discussions around the implementation of the new provincial housing legislation.

The event provides an opportunity for local government officials, planners, and other practitioners to hear from a local government located in the region about their experience addressing the new provincial housing legislation. It will also provide an opportunity to hear from a lawyer about the specific challenges communities in the Lower Mainland, Sunshine Coast, and Fraser Valley regions are likely to face when revising zoning bylaws and other regulations to comply with the new legislation. The session will conclude with a facilitated, peer-based discussion about emerging practices, next steps, and promising strategies for implementation.

This free peer learning event is open to both PIBC Members and Non-Members but registration is required, and space may be limited.
