Not only was Miller the first woman elected as Iowa’s Secretary of State, she was also the founder of the Iowa State Patrol.
Miller was motivated to organize Iowa's first state road patrol after a friend’s son died while she was in office.
She mobilized the Motor Vehicle Department’s 15 motor license inspectors and instructed them to start prioritizing saving lives over collecting money – and her efforts yielded positive results.
Between 1933 and 1934:

☑️Injuries decreased by 3731
Iowa’s highway deaths, accidents, and injuries decreased by 15% while the nation’s death and accident toll rose by 17%.
Deeply committed to her cause, Miller would later establish Iowa’s first official State Highway Safety Patrol, as well as a training camp for recruits.
Miller was a visionary who succeeded in making Iowa’s highways safer.
