The Minnesota Department of Commerce seeks proposals from eligible entities that agree to coordinate with small cities or towns (populations under 15,000) that have begun, or desire to begin, to plan projects related to energy efficiency, renewable energy, or climate resiliency.

The Minnesota Department of Commerce State Energy Office (Commerce) has been awarded funds under the Energy Efficiency and Conservation Block Grants (EECBG) portion of the Infrastructure Investment and Jobs Acts of 2021. The U.S. Department of Energy (USDOE) has authorized Commerce to spend the EECBG allocation in part to assist smaller cities and towns in implementing strategies to reduce energy use, to reduce fossil fuel emissions, and to improve energy efficiency, establishing an overall program budget of approximately $1.15 million.

The EECBG is a flexible program allowing local governments to choose among a variety of activities in order to address local priorities and needs. Commerce encourages the full use of this flexibility by allowing applicants to apply for a range of eligible EECBG activities under this competitive grant opportunity. Note that regardless of the activity or activities chosen by the applicant, the application must compete against other applications with similar activities and objectives.

Each awarded organization is required to use the funds in a cost-effective manner that is of maximum benefit to the population of the cities or counties they serve. Communities need access to funding to help with planning and strategic implementation of energy efficiency and clean energy initiatives that will assist in resiliency and reliability in the future.  Thus, activities under this award may benefit and serve residents, businesses, and not-for profit organizations within the applicants’ jurisdiction and utilize innovative financing to promote energy efficiency and renewable energy.

All responses need to be submitted through a single responder user account via the grant portal no later than April 12, 2024, 5:00 PM Central Time (CT). *Late proposals will not be considered.* Instructions and links for submitting bids are detailed in the RFP and attachments.

This request does not obligate the State to complete the work contemplated in this notice.  The State reserves the right to cancel this solicitation. All expenses incurred in responding to this notice are solely the responsibility of  the responder.
