The National Popular Vote Interstate Compact is an agreement among a group of U.S. states and the District of Columbia to award all their electoral votes to whichever presidential candidate wins the overall popular vote in the 50 states and the District of Columbia. 16 states plus DC have already joined, accounting for 206 electoral votes of the 270 needed to win.

When Minnesota joined last year, it gave NPVIC 16 states plus DC, which is 76% of the Electoral College votes needed to essentially make the popular vote the law of the land. Maine would push that farther.
